Job Description : Works under the direction of the Webmaster at the Texas Department of State Health Services (DSHS). Performs advanced Drupal website management, Drupal administration, consultation, technical assistance, support, and training.

Work involves coordinating, refining, and managing all aspects of the Drupal Web Content Management System (WCMS) and website implementation from launch through stabilization.

The position will coordinate with all project teams to ensure that the project deliverables and milestones are achieved successfully during the DSHS Website and WCMS Redesign project and provide ongoing support after launch.

This position is fully remote.

Responsibilities Include : Administration of the website and Drupal platform; overseeing advanced full-stack Drupal development;

coordination of backlog items; resolving bugs, coordination with vendors. This position will also provide training to agency staff on Drupal administration and website management and development activities.

This position will work closely with staff on key aspects of the project including web development, content development, layout and design, additional website buildout activities, User Acceptance Testing (UAT), and website compliance measures.

Works under limited direction with extensive latitude for the use of initiative and independent judgment, yet follows all policies and procedures required by DSHS Web Services, DSHS Communications, and HHSC IT.

May assign duties and responsibilities and coordinate the work of project staff.

Essential Job Functions :

Provides support on all aspects of the website redesign including Drupal WCMS implementation, back-end, front-end, training, testing, successful launch, website handoff, and post-launch stabilization and management.

Manages development during key phases of the project to ensure websites meet communication, technology, user-experience, and business requirements.

Coordinates development during key phases of the project to ensure websites meet accessibility and security requirements.

Provides admin and development training for DSHS staff to administer and manage the new DSHS websites on the new WCMS platform.

Contributes to the development of the website launch plan. Supports efforts to provide a website development support plan that includes vendor engagement, application support, website support, maintenance, ongoing training, and yearly analysis and review.

Works closely with DSHS Web Services, HHSC IT, and vendors to coordinate and manage the development, design, and implementation of a new Drupal WCMS and ensure the successful configuration of the platform and buildout of DSHS websites on the platform.

Consults with DSHS and HHSC IT management, staff, and vendors to discuss project development issues, risks, and resolutions.

Ensures necessary approvals are obtained in a timely fashion. Provides technical and non-technical audits, risk analyses, and documents compliance on a regular basis.

Communicates effectively with team members, program staff, and vendors to assess needs and ensure timely feedback. Coordinates with IT project managers and staff to ensure project milestones are met successfully.

Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and / or serving in a supporting role to meet the agency's obligations for disaster response and / or recovery or continuity of operations activation.

Such participation may require an alternate shift pattern assignment and / or location.

Limited travel may be required.

Knowledge, Skills, and Abilities :

  • Thorough knowledge of Drupal website development and redesign methodologies.
  • Thorough knowledge of Drupal web content management.
  • Thorough knowledge of web publishing tools and utilities.
  • Knowledge of analytical principles and practices.
  • Knowledge of facilitation skills, techniques, and competencies.
  • Knowledge of all types of media including web, social, print, video, and multimedia.
  • Knowledge of graphical software as needed for use in web projects.
  • Knowledge of advanced site-building experience including deep familiarity with Drupal modules such as CTools, Views, and Panels.
  • Knowledge in architectural abilities, including knowledge with data, display, and information architecture, as well as experience with PHP development.
  • Knowledge designing online solutions in Drupal / and PHP implementations in a LAMP (Linux, Apache, MySQL, PHP) environment.
  • Skill in Drupal, including key contributed modules and core API.
  • Skill building responsive websites using Drupal CMS, HTML / HTML, CSS / CSS, and JavaScript / jQuery.
  • Skill on migration from other CMS to Drupal.
  • Skill in information security issues.
  • Skill in accessibility compliance.
  • Skill in managing projects, including reporting and time management.
  • Skill managing enterprise-level website redesign projects.
  • Skill in technical project methodologies including Agile methodologies.
  • Skill in managing multiple projects simultaneously.

  • Skill in planning and facilitating meetings and group problem solving.

  • Ability to analyze and solve complex and difficult problems related to large organization website redesign projects.
  • Ability to gather, assemble, correlate, and analyze facts to devise solutions to problems and to prepare concise reports.
