The Talent Acquisition and Engagement Manager will report to the Executive Director of Human Resources at The City College of New York and will shape our employee experience and develop a deeper understanding of our ever-changing college landscape at each organizational level.

Duties include but are not limited to : managing continuous improvement efforts for employee culture & engagement initiatives using data and metrics to drive improvements;

aligning employee experiences with CCNY’s core values as well as identifying opportunities to help support leadership in reinforcing an engaging culture.

They will work closely with senior leaders and departments to continuously understand its evolving needs and identify opportunities to deliver through solutions, such as assessments, engagement and retention initiatives, and organizational effectiveness programs.

In addition to the CUNY title Overview, the Talent Acquisition and Engagement Manager duties include but are not limited to the following :

  • Conduct high level recruitment by engaging with internal and external groups to achieve the desired results
  • Oversee and ensure that HR executes a compressive recruiting plan to reach activity & productivity goals
  • Manage candidate selection process as the main point of contact through each stage
  • Build an external referral source network to facilitate the recruitment needs of the college
  • Maintain database of recruiting & selection activity in ATS (Bullhorn)
  • Prepare activity / results reports for leadership team meetings
  • Analyze the current workforce; identify needed skillsets for developing succession plans
  • Knowledge and experience building and delivering in person and remote recruiting and onboarding experience
  • Support new projects that amplify our culture, inspire and captivate employees at every phase of their employee life cycle
  • Infuses onboarding activities ensuring new hires have effective orientation and introduction to resources needed to be successful
  • Develops, implements, and maintains a sustainable rewards and recognition program that acknowledges employees’ contributions.

Research and make ongoing recommendations regarding branding and recognition experience, award options, and best practices

  • Creates onboarding / off boarding surveys and analyze results to identify areas of strengths and weakness; makes recommendations
  • Builds on our existing feedback channels to maintain an open and fluid effective feedback culture; create and / or contribute tools, training materials and resources to help leaders successfully build action plans based on results
  • Ensures the organization’s values are reflected in people-oriented decisions
  • Maintains knowledge of industry trends and employment legislation; ensures adherence to federal and state statutes and administration of company personnel policies
  • Serve as the liaison between management, staff, and applicants regarding employment policies, practices, and procedures
  • Develop and communicate guidance to departments regarding recruitment policies, processes and contracts

QUALIFICATIONS

Bachelor's Degree and six years' related experience required.

Preferred Qualifications :

  • Candidates should have at least four years of professional experience, including time spent as a member of a high-performing campus recruiting team with advance knowledge in talent acquisition or as a frequent participant or collaborator in campus recruiting activities.
  • Knowledge Required : Strong problem-solving, critical thinking and influencing skills.
  • Knowledge of engagement strategies and organizational behavior fundamentals preferred. Passion for innovative HR solutions and creating a positive work environment, and ability to work well across different functions.
  • Proven successful track record of relationship building with diverse employees.
  • Ability to handle matters of confidentiality with utmost tact and diplomacy; ethical decision making.
  • High attention to detail and proven ability to manage multiple, competing priorities simultaneously.
  • A sense of urgency and ability to deal with changing priorities and ambiguity.
  • Knowledge of human resources law and best practices.
  • Excellent organizational and project management skills are essential for this role.
  • Critical thinkers who have a capacity for creativity, along with excellent communication and interpersonal skills, are highly sought after.
  • Ability to build and execute HR strategies related to engagement and employee satisfaction.
  • Excellent written, oral communication and interpersonal skills.
  • Leadership skills and ability to demonstrate a strong people focused mindset.
  • Able to work independently and under pressure to meet deadlines in a fast paced, challenging and dynamic environment.
  • Creative and innovative thinker and strong negotiation skills.
  • Excellent Microsoft Office skills (especially Word, PowerPoint, Excel).

CUNY TITLE OVERVIEW

Manages a portfolio of Human Resources programs and operations at the College level.

Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and / or human resources technology

Manages staff responsible for carrying out operations in the Human Resources office

Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees

Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements

Provides outreach to employees and provides communications such as meetings, newsletters, and web sites

Compiles accurate and well-organized reports

Assists management with developing policies, procedures, and programs to support Human Resources' objectives

Performs related duties as assigned.

Salary range : $110,641-$117,805. Salary commensurate with education and experience.
