Transfer Opportunity - One year of service as a Clinical Physician 1, and possession of a license and current registration to practice medicine in New York State.

Duties Description Clinical Physician 2 is a clinical supervisory position and will require the incumbent to oversee and supervise the clinical work of other medical professional staff.

In addition, this position requires periodic direct medical service and contact with youth to confirm the medical impressions and diagnoses of other medical staff and to verify treatment outcomes.

The Clinical Physician 2 consults with, reports to, and is supervised by the OCFS Chief of Medical Services.

The Clinical Physician 2 has the following duties and responsibilities as a supervisor.

Consultation and Oversight of Medical Services :

  • provide clinical supervision, guidance, and training to other medical professionals including, but not limited to nurse practitioners, physician's assistants, and nurses.
  • supervise individual care activities, and prescribe, order, and oversee the administration of treatments.
  • consult with and advise other licensed physicians, medical providers, and health care disciplines on diagnoses and treatment plans;

and review and approve treatment recommendations.

  • monitors the coordination and implementation of medical care for DJJOY youth by all staff.
  • may assign individuals and / or individual care activities to lower-level clinical physicians and or medical providers.
  • will educate, guide, and direct the work of non-medical, direct care staff as that work relates to the support and implementation of medical interventions for youth.
  • know and ensure compliance with federal, state, and OCFS laws, regulations and policies for the provision of medical services to youth in OCFS care.
  • monitor and facilitate the implementation of the most current standards and practices for the medical care of adolescents and young adults.
  • if supervisees are at multiple facilities, will travel to other facility locations to supervise medical staff in person based on BHS expectations.

Medical Documentation and Treatment Coordination :

  • completes medical documentation consistent with agency, State, and federal requirements.
  • obtains, clarifies, reviews, updates, and records youth medical information, such as medical histories, test results, diagnoses, prescribed treatments, and responses.
  • reviews medical records to confirm diagnoses, and / or ensure that treatments are appropriate for diagnoses and records are properly maintained.
  • refers individuals to other health care providers based on diagnostic and treatment needs.
  • consults with other OCFS medical staff or outside medical experts as needed to provide effective medical care to youth.
  • serves as a member of an interdisciplinary treatment team and attends treatment team meetings to review youth progress.
  • works closely with other facility medical and non-medical staff to provide coordinated medical care for youth.
  • participates in discharge planning; and collaborates with other health care professionals and discharge, and ensure continuity of care.

As noted, the Clinical Physician 2 may also be asked to periodically perform the following duties and responsibilities.

Direct Medical Care :

  • provide a variety of general medical care and treatment services to individual youth in OCFS DJJOY care- including but not limited to- prescribe and / or administer treatments, medications, therapies, vaccinations, and other medical care to treat or prevent illness, disease, or injury.
  • conduct physical examinations; order, perform, and interpret diagnostic tests and procedures; determine and / or confirm diagnoses.
  • conduct follow-up medical examinations, monitor individuals' conditions, and modify treatments as necessary.
  • explain and discuss procedures, test results, diagnoses, and prescribed treatments with individual youth, families, caregivers, and other OCFS staff when indicated;

and responds to their questions and concerns.

monitor and implement the most current standards and practices for the medical care of adolescents and young adults.

Background Investigation Requirements :

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks.

Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations.

Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR).

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs.

Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
