Summary

Oversees multiple capital projects for construction of new facilities and the repair and renovation of existing facilities through the management and coordination of design professionals and contractors to ensure compliance with programmed budgets, schedules, plans, specifications, statutes, and regulations.

Manages multiple construction and remodel projects ranging in size up to $200,000,000. Facilitates the delivery of multiple projects on time and within budget.

Essential Duties and Responsibilities

  • Plans, develops, and administers the budget and procedures required to meet the goals of assigned projects. Monitors Construction Services’ operating budget.
  • Coordinates the work of contractors to minimize disruptions in departmental workflow.
  • Develops technical specifications, assists Purchasing with bid documents, conducts pre-construction meetings, and analyzes bids and requisition work.
  • Creates, maintains, and disperses reports, logs, spreadsheets, and other documentation as required and ensures those documents are complete and correct.
  • Coordinates and checks civil, architectural, structural, mechanical, plumbing, and electrical drawings and specifications.

Reviews, organizes, schedules, and monitors all phases of assigned projects including monitoring the performance and compliance to contracts of consultants and contractors hired for a project.

Ensures that building codes, ADA / TAS issues, permits, and inspections comply with Tarrant County policy and procedures as well as federal, state, and local agencies.

Answers questions from cities or the public relating to County buildings. Makes presentations to city councils when required for construction, zoning, or variance requests.

Reviews construction package with city building officials, fire department, and utility departments for permits.

  • Reviews all work and projects assigned to direct and indirect reports. Writes performance evaluations, oversees and approves time, and handles disciplinary actions.
  • Hires, trains, coaches, supervises, and evaluates assigned personnel.
  • Reviews and analyzes reports, documents, and directives and confers with personnel to plan division projects and activities.

Develops, administers, and maintains Facilities Management standards and procedures to improve effectiveness and efficiency to ensure that established goals and objectives are met.

Gives work directions, resolves problems, prepares work schedules, and sets deadlines to ensure timely completion of activities and projects.

  • Negotiates and provides oversight of contracts for design, construction, and renovations of buildings and facilities. Assists with negotiations of leases and agreements for property leased by the County as directed by the Director of Facilities Management.
  • Participates in the development and administration of the project analysis, scope, capital budget, and project schedule for Construction Services capital projects as well as various Carpenter Shop projects to ensure that each project meets the needs of the users and is constructed within budget and schedule.

Monitors and approves expenditures and implements adjustments. Prepares capital budget reallocations in conjunction with the Budget Office.

  • Provides leadership and oversight for implementation of sustainable building strategies into the design and construction of new and renovated County facilities to minimize negative impacts on the environment.
  • Works closely with users to develop space plans and provide recommendations for furniture, fixtures, and equipment (FF&E).

Develops or assists in the development of bid specifications and works in conjunction with designers and Purchasing on the procurement of FF&E.

Ensures building conditions support special equipment and furniture requirements. Schedules and coordinates delivery and installation and provides punch lists.

  • Attends continuing education classes, unscheduled meetings, and unexpected situations requiring immediate attention.
  • Oversees and assumes duties of the Director of Facilities Management as relates to Construction Services in his / her absence.
  • Performs all other related duties as required.

Minimum Requirements

TO APPLY, must have a Bachelor’s degree or higher from an accredited institution in architecture, civil engineering, construction management, or a related field.

TO APPLY, must have Five (5) full-time years of work experience managing multiple practical facility or vertical capital projects in the $5,000,000 to $200,000,000 range.

TO APPLY, must possess a current and valid driver license and an acceptable driving record . Note : A Texas driver license is required to hold the position.

Licensure in the State of Texas as a Registered Architect OR Professional Engineer (PE) is preferred. Experience in design, production, construction administration, and client interface.

Knowledge of building systems, design, construction, and related management strategies. Working knowledge of building codes and understanding of ADA / TAS and life safety issues.

Knowledge of city permitting and inspection processes. Must be able to handle multiple tasks and be customer-oriented. Ability to expedite complex projects.

Good organizational skills. Initiative and ability to work independently and collaboratively in teams. Ability to establish priorities and follow through on projects, paying close attention to detail with minimal supervision.

Ability to complete assignments under time constraints. Excellent written and oral communication skills to interface effectively with professional consultants, contractors, and staff.

Professional-level writing skills appropriate for correspondence, reports, action plans, and responses to various sources.

Ability to read and interpret construction drawings and technical manuals. Understanding of e-mail, word processing, spreadsheet, and project management software.

High level of expertise in all areas of construction including, but not limited to, the ability to assess and manage the work of others in many divergent areas of construction.

Strong project management skills. Principles of management and supervision in order to plan, organize and lead a division.
