This recruitment is being conducted to fill one (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.

Salary Range : Assistant Engineer : UN 179 $8,322-$10,152 (per month)

Associate Engineer : UN 182 $9,645-$11,751 (per month)

FLSA : Exempt

Under general supervision, performs routine to difficult professional engineering-related duties for a number of functional areas, including CIP project planning / design, engineering and construction project management, environmental resource planning and compliance monitoring, maintenance / reliability engineering, and recycled water systems;

and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS :

Assistant Engineer is the entry-level professional class in the engineering class series. Staffing for the class may be in multiple Agency divisions / departments, including Engineering & Construction, Environmental Planning & Compliance, Technical Services, Operations and Maintenance.

Incumbents perform routine professional engineering and planning work and analyses. As incumbents gain experience, work assignments become more diversified and difficult and require the application of more detailed knowledge of Agency operations and infrastructure.

Associate Engineer is the journey-level professional class in the engineering class series. Incumbents perform the full range of engineering work and analyses requiring strong technical knowledge and sound independent judgment and initiative.

Work is performed with limited supervision and direction, and results are reviewed for quality and accuracy of plans and recommendations.

Assistant Engineers may be considered for advancement to Associate Engineer after demonstrating the ability to successfully perform the full range of duties of the latter class.

Associate Engineer is distinguished from Senior Associate Engineer in that incumbents in the latter class are responsible for leading and participating in the most complex engineering projects, programs and activities.

EXAMPLES OF ESSENTIAL FUNCTIONS :

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

Provides cross-division assistance on engineering issues and projects; performs standard calculations and prepares engineering estimates of time / materials costs;

assists outside agencies and businesses on engineering, planning and operational concerns; assists in coordinating engineering projects with other utilities and member agencies.

Prepares a variety of reports and correspondence on technical engineering matters.

  • Serves as engineering project manager for assigned projects; may negotiate and oversee consultant engineering firms; prepares cost estimates, scopes of work, project schedules and budgets;
  • manages consultant contracts and reviews consultant output for compliance with Agency standards; reviews requests for change orders;

prepares project status reports and reviews with management.

Interprets applicable laws, regulations, policies and engineering standards.

For Technical Services

Provides knowledgeable technical support to other Agency divisions and departments, with a focus on Operations and Maintenance.

Provides frontline technical guidance and consulting assistance to plant management / operators to troubleshoot and resolve engineering, operations and maintenance issues;

identifies and finds solutions to problems in engineering design, capital project construction, implementation of new equipment in facilities, plant maintenance and plant operations.

Serves as a member of capital project teams; participates in defining project objectives; contributes concepts for design;

assists in resolving operational issues during design and construction; participates in startup and ongoing operations to ensure project goals are achieved.

QUALIFICATION GUIDELINES :

EDUCATION, TRAINING AND EXPERIENCE :

Graduation from an accredited four-year college or university with a major in civil engineering or a related engineering discipline, and :

ASSISTANT ENGINEER :

One year of professional engineering or related field / planning experience (including internship experience), preferably with a water or wastewater utility;

or an equivalent combination of education, training and experience.

ASSOCIATE ENGINEER :

An Assistant Engineer may be considered for advancement to Associate Engineer after demonstrating proficiency to perform the full range of duties of the latter class.

Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are established jointly by hiring authorities and the Director, Human Resources and are described in a separate document.

Typically, an Assistant Engineer is expected to be capable of meeting the proficiency criteria within a 12 to 24-month period, depending on an individual's prior experience and progression in performing the full range of Associate Engineer duties as described in the establish performance criteria.

LICENSES; CERTIFICATES, SPECIAL REQUIREMENTS :

A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

For Associate Enginee r , F.E. Certification is required.

For Assistant Enginee r, F.E. Certification is required within 12 months of hire..

Level 1 vibration analysis, infrared and tribology certifications from a recognized training institution are desirable.

Certain assignments require a Wastewater Treatment Operator Grade III certification or a Water Treatment Operator 1 and / or Distribution Operator 1 certifications within 12 months of hire or promotion.

KNOWLEDGE OF :

Principles and practices of engineering design, construction, contract administration and project management that relate to wastewater and water treatment / distribution facilities and infrastructure.

Principles of physics, mathematics, hydraulics and geographic information systems applicable to assigned engineering discipline.

Methods, techniques and equipment used in the design, construction and maintenance of wastewater, water and recycled water capital projects.

Applicable laws, regulations and codes related to the assigned area of engineering or program management.

Modern developments, current literature and sources of information regarding the assigned area of engineering.

Safety policies and safe work practices applicable to the work.

Practices and techniques of sound business communications.

Information technology and computer capabilities applicable to assigned engineering functions, including SCADA and geographical information systems at an advanced user level.

ABILITY TO :

Review, prepare or direct consultant preparation of engineering designs, plans, specifications and legal contracts.

Prepare and evaluate engineering studies for CIP projects.

Perform technical research and analyze engineering and mathematical problems, evaluating alternatives and recommending effective courses of action.

Prepare clear, concise and accurate reports, drawings, maps, notes, correspondence and other written materials.

Participate in engineering design and construction activities for capital improvement or maintenance projects.

Understand, interpret, explain and apply federal, state and local laws, regulations, codes and policies applicable to assigned engineering functions / projects.

Organize work, set priorities and exercise sound independent judgment within assigned areas.

Communicate effectively, both orally and in writing, and make presentations to management.

Represent the Agency effectively in dealings with consultants, contractors and other agencies.

Present proposals and recommendations clearly, logically and persuasively.

Operate a computer using standard business and engineering software.

Use tact and diplomacy in dealing with sensitive issues, situations and concerned individuals.

Establish and maintain effective working relationships with all those encountered in the course of work.
