Mgr of Lab Technical Operations-Microbiology

Summary

This position has responsibility for planning, managing and coordinating activities of the Chemistry, Hemo / Coag, Blood Bank, Anatomic Pathology, Microbiology, and Processing sections and its staff, including Technologist Generalists, at Midtown, Gateway, and Henderson laboratory locations to assure quality technical services, financial accountability and compliance of all policies and procedures for quality patient care.

Refer to the current approved laboratory organizational chart for specific delineation for these responsibilities. Coordinates Laboratory operational activities in absence of the Laboratory Director / Service Line Manager when needed.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES Job Duties include the following, other duties may be assigned : Manages Section Personnel : This task involves the management and coordination of the technical operations employees at three campus laboratories.

This may include Chemistry, Hematology / Coag, Blood Bank, Central Processing, Microbiology, and Anatomic Pathology. Included in this task is the arrangement of work schedules and assignments, interviews, and selects individuals who best meet the needs of the section, assures the timely, complete and periodic training of employees, conducts employee performance appraisals, makes recommendations to the Laboratory Clinical Director / Service Line Manager involving disciplinary and wage matters, maintains attendance, and completes payroll functions.

Coordinates Section Technical Functions : This task involves the coordination of technical functions in the section. This task involves monitoring the timeliness, validity and accuracy of test analysis, records and quality control, oversees the performance of all preventative maintenance procedures and takes corrective action when needed, evaluates, justifies and recommends new procedures and equipment.

Prepares and Monitors Section Expenses : This task involves the generation of those portions of the department budget that are impacted by the specific technical operations.

These include such items as capital equipment, payroll and non-payroll expenses. This task also includes budget control in order to assure cost effective operations and preparation of cost analysis reports.

Maintains Section Policy and Procedures : This task includes the development and periodic review of policies and procedures in order to improve and expedite services and to comply with regulatory agencies and the use of MediaLab or other electronic systems for management of these policy and procedures.

This task also assures that section employees are informed of and comply with these policies and procedures. Serves on department and hospital committees.

Performs technical procedures. Coordinates section inventory. Communicates with pathologists and physicians. Participates in performance Improvement and utilization activities.

Coordinates section education program. Complies with Safety Policies, Standards of Employee Conduct, and Laboratory General, Computer, and Compliance Policies and Procedures.

Manager Responsibilities : Directly manages employees in the technical areas of the Laboratory. Carries out management responsibilities in accordance with the organization's policies and applicable laws.

Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.

Effectively addresses performance management topics (coaching, development & discipline). Assists as Manager's designee when the managers or directors are unavailable.

Coordinates staffing and delegates work assignments appropriately. Provides direction and training to staff. Demonstrates fiscal responsibility.

JOB REQUIREMENTS & QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily and must clearly demonstrate all required competencies.

The education / experience, certifications, skills, physical demands, and work environment described below further define requirements associated with this position.

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Three or more years of experience in the chemistry or Hematology areas of a clinical laboratory.

Previous management or supervisory experience helpful. May learn complete scope of duties in one (1) to two (2) years. Must possess effective management and good communication skills.

Must understand the use and limitations of diagnostic instruments and specific functions. Must be familiar with all department methods and collection techniques.

Must be proficient in processing all bloods and urine specimens. Considerable initiative and judgment involved in managing personnel and overall workflow.

Must be able to work independently and make decisions under pressure while following professional standards and hospital policies.

Education and Experience Bachelor's degree (B. S.) from four-year college or university with MT-ASCP or equivalent certification or be eligible to sit for the ASCP certification which must be obtained within three years of advancement into this job.

Proof of education will be required. This proof will be in the form of an authenticated copy of an original diploma or transcripts.

Transcripts may be required if further definition of a degree is needed. Certificates, Licenses, Registrations ASCP certification within three years of hire.

Language Skills The individual may communicate with patients, families, visitors, physicians and hospital staff members of all ages.

May need to speak clearly and effectively before various groups. The individual must be able to articulate and understand verbal conversations and must be able to read and write at a minimum of a high school level.

Basis understanding of medical terminology is required. The individual will use established hospital communication processes for communications and reporting.

Mathematical Skills Must possess advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations.

Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

Reasoning Ability Considerable initiative and judgment skills are required in the performance of these job functions. The ability to solve clear or abstract problems in environments with multiple variabilities and limited standardization is required.

Computer Skills The individual must possess a general knowledge of computer system skills including standard Windows applications and the basic operations of computer workstations.

The individual must be able to master specific laboratory and hospital applications and systems that are required for the functions of this job.

FREQUENT DRIVING This job does require frequent driving and an annual motor vehicle record check is required. TELECOMMUTING This job allows some telecommuting.

Telecommuting consists of working from a remote location, typically from home. OTHER REQUIREMENTS Mental and Emotional There are mental and emotional requirements of all positions working in a health care setting due to the nature of the services provided.
