Position Summary

This position represents and assists the Terminal Operations and Facilities department in overseeing construction activities at the Minneapolis-St.

Paul International Airport (MSP) including project design and review, project coordination, compliance with design and construction standards, quality control inspections and review, and other activities as assigned.

Serves as a liaison between Terminal Operations and Facilities department and Airport Development, design consultants, construction contractors, tenants, and other internal and external stakeholders.

Administers maintenance and repair requests and coordinates with other MAC Departments, contractors, airlines and terminal tenants.

Responds to public, airline and airport tenant inquiries. Represents the Terminal Operations and Facilities department by participating in development and implementation of Capital Improvement Projects (CIP), in-house projects, and other miscellaneous construction projects.

Is responsible for ensuring terminal and facilities assets meet MAC standards prior to owner acceptance. The incumbent of this positions shall serve as the Manager of Facilities during his / her absence.

Position Description

JOB DUTIES

FACILITIES MANAGEMENT AND OPERATIONS

  • Monitor daily construction activity at Terminal 1, Terminal 2 and other assigned areas for impacts to airport operations, safety concerns and pest control issues
  • Assist in the coordination of all airline, user and tenant activities that are impacted by construction
  • Assist in planning and managing construction activities to minimize the impact on terminal and landside operations
  • Participate and provide input on airport construction projects, design meetings and project update meetings involving MAC, airlines, airport tenants, contractors, consultants and governmental agencies
  • Ensure contract compliance with vendors and tenants; facilitate resolutions for performance gaps
  • Ensure positive organizational relationships internally and with the public, tenants and vendors
  • Serve as the operations and communication liaison between the MAC, construction contractors, design consultants, governmental agencies and the airport tenants
  • Oversee quality control and inspections to ensure construction adheres to MAC design and construction standards and regulatory standards
  • Track and update projects for Terminal Operations and Facilities to include material information, warranty information, manufacturer information and any other project related information
  • Assist with airport tenant communication during scheduled and unscheduled utility shutdowns
  • Responsible for approving and assigning locations for construction dumpsters
  • Respond to emergencies outside normal business hours as directed and participate in on-call rotation as assigned
  • Provide input on short-term miscellaneous modification projects and long-term capital improvement projects
  • Oversee at least one of the high value contracts that require MAC Commission approval which may include Conveyance Maintenance, Automated People Movers, Loading Dock Distribution and Management and / or Solid Waste and Recycling
  • Perform miscellaneous projects and duties as assigned

MAINTENANCE

  • Perform routine inspections of the terminal, construction areas and ramp areas for as needed repairs
  • Create work orders and coordinate required maintenance with other MAC departments, contractors, airlines and terminal tenants
  • Attend punch list walkthrough meetings to ensure compliance with contract documents
  • Coordinate and track warranty and damage repairs
  • Assist with the inspection and administration of contracted services

Minimum Requirements

  • Associates degree or higher in construction management or a related field
  • Five years of commercial construction experience
  • In lieu of a degree, seven years of commercial construction experience
  • Working knowledge of State Building Codes
  • One year of experience involving the management and coordination of building / facility maintenance
  • Ability to develop and maintain positive and effective working relationships with the public, MAC employees, airlines, airport tenants, contractors, consultants and governmental agencies
  • Ability to safely move about construction worksites which may require walking extended distances, pushing, pulling, bending or climbing stairs, and / or ladders
  • Ability to work independently, without close supervision
  • Excellent verbal and written communication skills
  • Ability to read and interpret building plans and related documents
  • Ability to effectively multi-task, prioritize workloads, and meet deadlines
  • Ability to respond to emergencies that may require returning to the airport after scheduled work hours
  • Willing to work a rotating weekly on-call shift that may include up to ten weeks per year
  • Intermediate skill level using Microsoft Outlook, Word and Excel
  • Possession of a valid state-issued driver's license

Desirable Requirements

  • Experience in a Municipal Building Inspection Department or equivalent experience from a construction firm, architectural or engineering office, or construction administration firm
  • Experience with commercial building codes and construction
  • Experience with sustainable building practices
  • Experience performing construction related inspections
  • Airport or airline operations experience
  • Experience coordinating building and facility maintenance
  • Experience using facility management software
  • Experience with Baggage Handling Systems and / or baggage controls systems
  • Intermediate skill level using Microsoft PowerPoint
