Responsibilities

  • Review, enhance and maintain appropriate policies, procedures, guidelines for Credit Risk.
  • Provide leadership, guidance, and strategic direction across Credit Risk to ensure adherence to all Bank related policies.
  • Manage a team of approximately 5 people.
  • Manage team workflows including multiple processes to ensure team deliverables are completed timely and thoroughly in order to monitor credit risk in a structured approach.
  • Promote proper assessment, measurement, management, and reporting of credit risk.
  • Assign credit risk ratings and credit restrictions based on analysis of complex credit risk rating models, financial statements, and other qualitative and quantitative factors.
  • Develop systems to assist in monitoring credit risk.
  • Serve as leader of the Credit & Collateral Risk Committee
  • Represent Credit Risk area on bank wide initiatives including overseeing any IT related projects.
  • Ensure that Credit Risk staff is working with Calling Officers and Collateral Services to monitor the credit quality of members to anticipate risk profile changes which may impact the member's collateral category as well as to recommend haircut changes due to weaker credit quality and weaker district economic conditions.
  • Oversee Credit Risk staff on conference calls and member visits as required to further understand the members' changing risk profile to establish an appropriate credit recommendation.
  • Responsible for all Credit Risk Staffing and Training.
  • Ensure the Credit Risk team stays abreast of regulatory and industry trends and recommends necessary changes to the Bank's risk management policies, operating standards, frameworks, and procedures.
  • Manage Credit Risk Staff production of credit analysis of members, counterparties, mortgage insurers, vendors, mortgage servicers, housing associates, etc.

Perform detailed analyses and formulates recommendations with little or no guidance.

  • Ensure that Credit Risk area appropriately monitors exposures relative to established limits to ensure compliance, notifying senior management of any breaches.
  • Responsible for developing and presenting credit risk metrics to Senior Management and the Risk Committee of the Board of Directors
  • Communicate with key external stakeholders, including the FHFA and primary regulators of Bank members to explain the Bank's credit risk position.

Develop Key Relationships including :

  • Internal : Regular interaction with Capital Markets Group, Investment Portfolio Management, Credit Service Representatives, Financial Accounting, and Calling Officers.
  • External : Regular interaction with Bank customers, regulators, and NRSRO analysts.

Skills & Experience

  • 15 + years in Banking industry or equivalent performing Financial / Credit / Investment Analysis and report preparation.
  • Knowledge of banking industry, NRSRO rating systems, and financial credit rating models.
  • Understanding of domestic and foreign accounting rules, banking regulation, and financial markets.
  • 5+ years' experience managing a team.
  • Demonstrated understanding of high-level credit principles, particularly related to banks, credit unions, and insurance companies.
  • In-depth knowledge of counterparty risk issues, underwriting standards, mortgage related risk, derivative exposure risk, and risk-based capital
  • Ability to review, challenge, and provide guidance for team's credit recommendations and conclusions.
  • Ability to understand complex concepts and data to develop data driven recommendations and guide team to execute approved solutions.
  • Ability to understand and interpret complex statistical models and how to use them to assess credit risk.
  • Understanding the mortgage securitization process and the workings of secondary market and its participants.
  • Ability to manage team workflows to ensure team deliverables are completed timely and thoroughly.
  • Ability to manage projects involving multiple stakeholders.
  • Ability to effectively delegate to optimize team's performance.
  • Ability to effectively manage competing priorities.
  • Strong analytical (i.e. - quantitative, qualitative, statistical, etc.) and research skills
  • Excellent written and oral communication skills and presentation skills
  • Ability to develop credit policies and procedures to implement proper controls for the Bank.
  • Strong interpersonal skills to manage relationships with senior Bank management and lead junior staff.
