Led by an independently elected citywide official, the comptroller’s office provides checks and balances needed to hold City government accountable for budgeting wisely, investing responsibly, operating efficiently, acting fairly, living up to its obligations and promises, and paying attention to the long-term challenges we face together.

The Bureau of Budget evaluates New York City’s fiscal, cash, and economic position by analyzing revenue collections, expenditures, the capital program, and the condition of the local economy.

The Bureau uses its charter-mandated responsibilities to promote transparency and accountability in financial reporting and budgeting.

In addition to reviewing and commenting on the City’s Financial Plan and issuing reports on the City’s cash balances and debt capacity, the Bureau oversees an independent actuarial audit to review the assumptions underlying the City’s pension contributions.

The Bureau also conducts regular assessments of the City’s economic outlook and revenue performance and strives to lead the dialogue on the City’s fiscal state through reliable and thought-provoking economic and budget research.

Reporting to the Director of Tax Policy and Revenue Analysis, the Senior Tax Policy Analyst will support projects analyzing and forecasting the City’s varied sources of tax revenue as well as assisting in the evaluation of tax reform proposals.

The position requires strong quantitative and economic analytic capability and a strong interest in taxes and tax policy.

The duties and responsibilities of the position include, but are not limited to, the following :

  • Develop and maintain econometric models used to forecast specific types of local tax revenue and their underlying economic conditions;
  • Monitor and analyze monthly tax revenue collections and evaluate performance against projections;
  • Stay abreast of federal, state and local tax proposals and evaluate the impact of proposed legislative changes on NYC tax revenues and local taxpayers;
  • Provide forecasts of economic indicators, tax revenue projections and other analysis to Charter-mandated reports on the City Budget;
  • Participate in and inform tax reform discussions and analyze specific proposals;
  • Develop an understanding of the City’s tax structure, and identify salient issues, in order to develop specific tax policy recommendations and assess their implications.
  • Tax policy areas may include property taxes, personal income tax, tax credits, and targeted tax incentives;
  • Assist with and contribute to monitoring, modeling and forecasting the City’s economy;
  • Develop and / or contribute research and analysis to monthly economic newsletter as well as to other longer-term projects and reports; and
  • Contribute to Charter-mandated reports on the City’s Financial Plan.
  • QUALIFICATIONS / SKILLS REQUIREMENTS : Master's degree in Economics, Public Policy / Administration, Finance, or a closely related field with coursework in econometrics or equivalent, and three or more years of professional experience in tax revenue and / or economic modeling;

or, equivalent combined education and / or experience. Ph.D. level coursework and / or degree can count toward experience.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of full-time experience in budgetary planning, financial analysis, management, or engineering.

Work toward a Law degree or toward a Master's degree in business, public administration, economics, engineering or a related field may be substituted for experience on a year for year basis.

Preferred Skills

Strong data and statistical analysis and financial modeling skills, including multivariate regression - Proficiency with statistical and programming software such as STATA, SAS or EViews - Experience with using mapping / GIS software - Knowledge of New York City’s economy and local tax revenues - Ability to work on multiple projects, and prioritize tasks to meet deadlines - Clear and effective written and verbal communication skills - Demonstrated ability to work independently or as part of a team and- Openness to learning new data tools and new subject matters.
