Job Description

The Senior Healthcare Policy Analyst will assess, analyze, and provide strategic insights on Guam's healthcare policies. This role involves evaluating the effectiveness of existing healthcare policies, identifying gaps and inefficiencies, and recommending policy reforms to enhance the overall healthcare system in Guam.

The ideal candidate will have a deep understanding of healthcare policy, strong analytical skills, and the ability to communicate complex information to diverse stakeholders.

Qualifications

  • Policy Analysis :
  • Conduct comprehensive assessments of current healthcare policies and regulations in Guam.
  • Analyze the impact of existing policies on healthcare delivery, access, quality, and outcomes.
  • Identify gaps, inconsistencies, and areas where policies may be underperforming or in need of reform.
  • Evaluate the alignment of Guam’s healthcare policies with national and international standards.
  • Research and Data Analysis :
  • Collect and analyze qualitative and quantitative data to support policy recommendations.
  • Stay informed about emerging healthcare trends, legislative changes, and best practices in policy development.
  • Utilize statistical tools and software to analyze healthcare data and produce actionable insights.
  • Stakeholder Engagement :
  • Collaborate with government officials, healthcare providers, community organizations, and other stakeholders to gather insights and perspectives on healthcare policies.
  • Facilitate discussions and consultations with key stakeholders to ensure that policy recommendations are informed by diverse viewpoints.
  • Reporting and Documentation :
  • Prepare detailed reports, policy briefs, and presentations that summarize findings, analysis, and recommendations.
  • Present policy analysis and recommendations to senior leadership, government officials, and other stakeholders in a clear and concise manner.
  • Develop and maintain comprehensive documentation of all policy analysis activities and findings.
  • Strategic Recommendations :
  • Develop short-term and long-term policy recommendations aimed at improving healthcare access, quality, and efficiency in Guam.
  • Advise on the implementation of policy changes and monitor their impact over time.
  • Provide expertise in the development of new healthcare policies and initiatives that align with the strategic goals of the government and healthcare providers.
  • Compliance and Regulatory Oversight :
  • Ensure that all policy recommendations comply with relevant local, national, and international regulations.

Monitor the implementation of new policies to ensure adherence to regulatory standards and assess their impact on the healthcare system.

Qualifications :

  • Master’s degree in Public Health, Health Policy, Public Policy, or a related field. A Ph.D. is preferred.
  • Minimum of 5-7 years of experience in healthcare policy analysis, public health, or a related field.
  • In-depth knowledge of healthcare systems, policy analysis methodologies, and regulatory frameworks.
  • Strong analytical skills with experience in qualitative and quantitative data analysis.
  • Excellent written and verbal communication skills, with the ability to convey complex information to diverse audiences.
  • Demonstrated ability to work collaboratively with stakeholders at all levels.
  • Experience in the healthcare landscape of U.S. territories, including Guam, is highly desirable.
  • Proficiency in statistical software (e.g., SPSS, SAS, R) and data visualization tools (e.g., Tableau).

Compensation - Min : $160,000 Max : $174,000

Pay range is based on several factors and may vary in addition to a full range of medical, financial, and / or other benefits.

Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographical market data.

Benefits - This position is eligible for our comprehensive and competitive benefits package including medical, dental, vision, and basic life insurance.
