Minimum Qualifications A bachelor’s degree and two years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.
A master’s degree may substitute for one year of the experience.
Duties Description The incumbent will report to the Office of Counter Terrorism’s Public Safety Unit. Duties include but are not limited to :
- Manage or participate in cross-team projects with personnel from all levels of the organization.
- Interpret data, analyze results using statistical techniques and provide ongoing reports.
- Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.
- Acquire data from primary or secondary data sources and maintain databases / data systems.
- Identify, analyze, and interpret trends or patterns in complex data sets.
- Filter and clean data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems.
- Work with management to prioritize business and information needs.
- Locate and define new process improvement opportunities.

- Work in Microsoft Access and manage and maintain a dynamic relational database.
- Perform research to inform quantitative and qualitative analyses.
- Utilize Open-Source Intelligence tools to gather information and build ad-hoc reports based on the needs of the organization.
- Coordinate and conduct outreach regarding suspicious activity reporting programs to the public and private sector and target audiences.
Suspicious activity reporting programs support the early recognition and reporting of potential terrorist activity to the New York State Intelligence Center (NYSIC) and law enforcement.
Conduct comprehensive research on select homeland security / public security policy trends at the state, federal and international levels interacting extensively with agency representatives, subject matter experts, advisory services and legal resources as relevant.
Draft preliminary reports, recommendations and alternatives based on gathered information.
- Represent the agency at conferences, meetings and in program reviews as appropriate.
- Develop and present targeted information for first responders, county, local and state stakeholders, and staff on programs of the Office of Counter Terrorism.
- Travel will be required.
- Other duties as assigned.
Operational Needs :
- Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required.
