Position Summary
The Regulatory Compliance Specialist is responsible for ensuring that the organizations telecommunications operations, projects, and grant related activities comply with all applicable federal, state, and local regulations.
The Regulatory Compliance Specialist will assist the Director and Accounting team with various reporting and compliance issues, including tracking regulatory reporting requirements and maintaining the database for Visionarys internal master regulatory schedule.
This role involves monitoring regulatory developments, maintaining compliance with licensing and reporting requirements, and providing guidance to internal teams on regulatory matters.
The specialist will play a key role in mitigating regulatory risks and ensuring that the organization adheres to industry standards and all federal, state, and local legal obligations.
Key Responsibilities
Regulatory Monitoring and Interpretation
- Stay updated on federal, state, and local telecommunications regulations, including those under the FCC, USAC, and relevant State Commissions
- Interpret regulatory requirements and communicate implications to the Director and other internal stakeholders
- Advise on the impact of new or changing regulations and recommend compliance strategies to the Director
Compliance Management
- Assist in the implementation and maintenance of compliance programs to ensure adherence to all relevant regulations
- Maintain the organizations compliance with licensing, reporting, and certification requirements as it pertains to federal, state, and local regulations
- Monitor and audit compliance activities, identifying any areas of non-compliance and implementing corrective actions
- Promote awareness of regulatory compliance obligations across the organization
- Serve as a resource for internal teams, providing guidance on regulatory issues and best practices
Documentation and Reporting
- Prepare and submit required regulatory filings, reports, and documentation in a timely manner to all relevant federal, state, and local authorities
- Draft and review legal agreements to ensure compliance with private / public utility requirements as well as local municipal regulations for purposes of business operations
- Maintain accurate records of all compliance activities, including communications with regulatory bodies and all relevant submissions
- Ensure all regulatory documentation is up-to-date and readily accessible for audits or inspections
Risk Management
- Identify and assess regulatory risks associated with telecommunications operations and associated projects
- Work with internal teams to develop risk mitigation strategies and ensure ongoing compliance
- Participate in internal and external audits, providing necessary documentation and responses
Collaboration and Communication
- Collaborate with legal, technical, and operational teams to ensure integrated compliance efforts
- Communicate with regulatory agencies as necessary to seek clarification, provide information, or address compliance issues
- Represent the organization in industry forums or regulatory meetings as required
Qualifications
Education / Experience
- Bachelors degree in business administration, legal studies, or a related field is preferred
- Preferred 3-5 years of experience in regulatory compliance, preferably within the telecommunications industry
- Preferred understanding of federal, state, and local telecommunications regulations, including FCC and relevant State Commissions requirements
- Preferred experience in maintaining compliance programs, conducting audits, and preparing / submitting regulatory filings

Location

- Occasional travel to regulatory meetings, industry events, or company sites as required
