The FRFS Enterprise has an exciting opportunity to be a part of the FRFS executive leadership team as the Chief of Payments Operations.

In this role, the selected individual will report directly to the Chief Payments Executive and will be an integral part of the FRFS team establishing and executing the strategic goals for operating the U.

S. payment systems that serve 9,000+ financial instructions, the U.S. Treasury, and touches nearly every U.S. household, tens of millions of businesses, and facilitates liquidity movement for both national and international financial markets.

Federal Reserve Financial Services (FRFS) delivers a suite of payments services to financial institutions via

FedLine® Solutions, Fedwire® Funds and Securities, the National Settlement Service (NSS), FedCash®1, FedACH®, Check Services, and the FedNow® Service.

FRFS operates as a fully integrated organization with groups dedicated to operations, technology, product and industry engagement, enterprise services, and one focused on the ongoing growth and development of the FedNow instant payment service.

Your role as Chief Payments Operations Officer

  • Lead FRFS payments operations for FedACH, Checks, Wholesale (Fedwire Funds, Securities, and NSS)2 and FedNow.
  • Create a vision for these FRFS payments operations to operate as a national function, continuously improving the customer experience, identifying and realizing efficiencies, implementing clear accountability of operational roles, and ensuring consistency of processes and procedures where appropriate.
  • Lead FRFS customer support operations to create a consistent, seamless, and service-centric support experience for FRFS customers.
  • Support the product team, providing input into the product development pipeline and always looking for new ways to streamline and enhance customer experience.
  • Directly lead, inspire, and mentor a highly matrixed and nationwide team. Develop and maintain an operational workforce with the appropriate mix of business knowledge, technical skills, and competencies that balance the agility required to achieve business objectives with ensuring operations are reliable, resilient, and efficient.

Develop a plan to enable greater resource fungibility between operating areas.

  • Work collaboratively with the FRFS senior leadership team to set investment priorities in alignment with future strategy, including tough decisions on efforts to de-prioritize.
  • Closely partner with the FRFS Chief Information Officer (CIO) and FRFS Chief of Enterprise Services on all issues at the intersection of operations and technology, including investment prioritization, program management, technology capabilities, resiliency, and many others.
  • Work with the FRFS leadership team to establish the business direction for, coordination between, and first line oversight of the operational and technical units that run and technically enhance the FRFS's payments business on a day-to-day basis.

In partnership with the FRFS CIO, develop data strategies and tools to enable real-time management visibility into the operational health of our payment systems, as well as how we manage, share, and safeguard the integrity of data across the organization.

  • Maintain robust, effective business continuity and resilience processes to support and promote the reliability of and public confidence in FRFS payment products and operations.
  • Manage the performance of payments services, including adherence to applicable laws and regulations, compliance with operating agreements, and remediation of any audit findings or implementation of recommendations.

In collaboration with FRFS Risk and Compliance, build exceptionally strong relationships with the audit and compliance community, including a deep understanding of the unique System obligations of running a systemically important financial market infrastructure.

  • Serve as a unifying force to the existing FRFS operations teams by promoting cross-functional collaboration, while also providing a disruptive influence and clear articulation of the case for change from the status quo.
  • Partner with all leaders within the FRFS and colleagues throughout the System in a collaborative manner, using influence and empathy to build relationships and trust.
  • Demonstrate a strong sense of ownership and sense of urgency, embracing innovation to enhance and expedite the services we deliver.
  • Engage actively in industry conferences and other internal and external engagements. Represent FRFS on System committees and workgroups as needed.

  • Track record of successful senior executive leadership to drive results and proactively manage change in a highly matrixed and virtual team, with the ability to develop strategies and initiatives that continually improve the FRFS.

  • Excellent change management skills, including advocating, anticipating, and orchestrating change. Creates a team culture that enables staff to achieve results in a changing environment.
  • Strong business acumen with ability to be a hands-on, visible, goal-oriented, and independent- minded leader who will constructively challenge the FRFS leadership team and bring leading-edge thinking to effectively guide change within the FRFS
  • Proficiency in rethinking business models or established practices
  • Ability to lead with a System-centered, strategic, action-oriented mindset focused on performance and accountability
  • Intellectually curious and agile, with demonstrated ability to experiment and lead innovation

Minimum qualifications

  • Bachelor's degree in business administration, or similar field of study, or equivalent work experience; MBA or similar post-graduate degree preferred
  • Typically has 20+ years of business management experience, including extensive operations experience leading major projects / initiatives in large, complex organizations;

requires 15+ years of progressive people and business leadership experience

Experience in Federal Reserve Financial Services is strongly preferred

Location

The selected candidate will reside within a reasonable commuting distance of the employing Reserve Bank and will work full-time onsite or in a hybrid arrangement that meets the minimum number of onsite days required by the employing District.

Reasonable commuting distance is defined as living within 75 miles or 2 hours of a Reserve Bank.

The following Reserve Bank locations are preferred due to the concentration of FRFS team members in these locations : Atlanta, Boston, Chicago, Kansas City, Minneapolis, New York, Richmond, and San Francisco.
