KPMG is currently seeking a Manager, Subcontracts to join our Enterprise State & Local Government Contracting organization.
Responsibilities :
Apply a thorough understanding of government contracting and account for subcontract compliance and reporting for all subcontracts within the portfolio through the administration and evaluation of policies, procedures, and operating practices;
oversee and administer a portfolio of SLG subcontracts ($60M in revenue), resolve contractual related issues, and assist in the monitoring and compliance activities
Provide guidance and consultation in aspects and strategies of subcontractor management working with proposal development and submission, negotiations of Non-Disclosure Agreements, Teaming Arrangements, and Subcontract Agreements;
support responding to data calls and audits
- Accountable for ensuring subcontracts related documents are maintained accurately and in a timely basis in accordance with customer and firm requirements
- Effectively interface with multiple internal functional and delivery teams with a high level of customer service and strong communication skills;
participate in account planning and go-to-market activities in support of Government contracts for Advisory, Audit, and Tax practices at the account level
Maintain subcontract records and documents in accordance with firm policy; ensure contracts information systems (internal / external) are accurate and maintained according to requirements / procedures;
contribute to the betterment of processes, materials, and tools and actively engage in initiatives; recommend and provide suggestions for enhancements
Oversee work product and possible entire small projects, manage deadlines, expectations, and may include supervising the work performed by more junior staff;
supervise client reporting obligations related to subcontractor compliance (for example, small and diverse business goals)
Qualifications :
Minimum five years of recent experience working as a contract professional with various contract types, and government contracts, preferably in State and Local Government industry;
experience in the development, negotiation, and administration of government subcontracts
Minimum five years of recent experience in either buy-side or sell-side contracting with government entities (State and Local Government experience preferred though not required) and subcontracts management;
contract lifecycle management system experience preferred
- Bachelor's degree from an accredited college / university; Master’s certificate or other relevant industry certifications preferred from an accredited college or university
- Experience overseeing a subcontracts portfolio with $60M plus in active subcontracts with demonstrated negotiation skills, including experience negotiating terms and conditions with government and / or industry clients;
solid experience identifying government client flow-down and compliance obligations
Excellent verbal / written communication skills, with ability to effectively interact with individuals at all levels of responsibility and authority;
must be able to prioritize, delegate and foster the development of high-performance teams to lead / support an environment driven by customer service and teamwork
Strong trouble-shooting and organizational skills and ability to work on multiple projects simultaneously; ability to participate in resource planning processes based on defined organizational plans
