Summary
We are actively seeking a dynamic and self-motivated Transportation Civil Engineer Project Manager to bolster our team in St.
Louis, MO. This role entails overseeing and spearheading diverse highway projects within the Transportation / Highway Design domain.
The Project Manager will play a pivotal role in the development and execution of projects of varying complexity.
Key responsibilities include establishing and nurturing connections with key stakeholders, both in the government sector and private industry, with a focus on cultivating strong relationships with entities such as MoDOT and county-level clients.

Essential Duties and Responsibilities
Project Management Duties
- Develops comprehensive scopes of services, detailed project budgets, and contracts for transportation infrastructure projects.
- Ensures timely and budget-conscious completion of each project or assigned task, actively monitoring schedules and budgets throughout the project lifecycle.
- Conducts formal Project Reviews, providing leadership and oversight for highway projects of varying complexity.
- Manages project teams, assigns tasks, schedules, and budgets, including coordination with subcontractors. Conducts project kick-off and interim status meetings.
- Offers constructive feedback and mentorship to project team members through Project Staff Reviews.
- Ensures task accuracy through adherence to HR Green QA / QC processes.
- Proactively identifies and resolves technical, schedule, or financial issues through effective communication with project staff.
- Assists clients in bidding or contractor selection and actively monitors construction while supervising field personnel.
Technical Project Delivery
- Independently executes engineering tasks within federal, state, and local criteria, showcasing professional judgment.
- Holds technical responsibility for major design tasks that meet the needs of internal and external stakeholders.
- Signs and seals engineering documents as an authorized representative of the company.
- Independently communicates on technical matters with clients.
Business Development
- Cross-markets firm services to clients and actively participates in professional society activities related to transportation engineering.
- Contributes to the creation of marketing plans and maintains accurate records of marketing activities with individual clients.
- Identifies project opportunities, provides input into Go / No Go decisions, and participates in the preparation of engineering services proposals, including interviews and cost estimations.
- May have sales goals based on experience.
Education and Experience
- Bachelor’s degree in civil engineering or similar field required.
- 10+ years of relevant experience in managing transportation projects.
- Must hold a current, valid Professional Engineer (P.E.) license and have the ability to obtain licensure in multiple states where HR Green conducts business.
