The Solid Waste Management Program within the Department of Ecology is looking to fill a Grants, Litter, and Outreach Unit Supervisor (WMS Band 1) position.
This position is locatedin our Headquarters Office inUpon hire, you must live within a commutable distance from the duty station.
Join us as a leader in the Solid Waste Management Program’s Statewide Resources Section, where you will be part of an experienced and energetic team dedicated to waste prevention, identifying opportunities to reduce environmental impacts, and managing residual waste safely.
In this position, you will lead and support the multifaceted Grants, Litter, and Outreach Unit staff. This unit is comprised of two teams the communications team and the grants administration team.
Your work will be integral to advancing Ecology’s Solid Waste Management Program by focusing on the administration of grants to local governments, non-profits, and other entities to drive significant improvements in recycling, composting, food waste prevention, and waste management practices in Washington.
You will also coordinate the use of various tools to communicate and promote statewide pollution prevention policies, including managing the 1-800 Recycle hotline and database, social media, and traditional publications and fact sheets to effectively reach and engage our target audiences.
In this position, you will guide our efforts toward achieving important environmental outreach goals. You will collaborate with peers throughout Ecology, as well as with other state, regional, and national agencies, industry associations, and non-profit groups to help meet our state’s waste reduction goals.
Implementing policies, interpreting regulations, communicating our work, and building support networks across the state are key to creating successful solid waste policy in Washington.

Duties
What makes this role unique?
You will lead a team of approximately eight professional staff, including Environmental Specialists and Planners, responsible for the effective and efficient management of complex grants and program outreach efforts including social media, publications, web development, and communications planning.
Together, this team is essential in supporting the entire Solid Waste Management Program by providing funding for critical solid waste activities throughout the state and communicating new laws and best practices to businesses and residents.
The work you do will directly protect public health and the environment, address climate change, and preserve Washington state’s natural and economic resources.
What you will do :
- Manage the Solid Waste Management Program’s communications team and grant administration staff.
- Guide the teams using lean principles when appropriate.
- Coordinate with staff and the Statewide Resources Section manager on the prioritization of section work and the sharing of section resources.
- Conduct required and appropriate development and performance evaluations.
Qualifications
Required Qualifications :
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time.
We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked.
Examples of the proration calculations are :
- 30 hours worked per week for 20 months : (30 / 40) x 20 months 15 months full-time equivalent
- 20 hours worked per week for 12 months : (20 / 40) x 12 months 6 months full-time equivalent

Required competencies include :
- Communicate effectively with employees, clients, other agency representatives, upper management, and the general public.
- Interpret program and agency policy and direction in determining day-to-day operation of the unit's various activities;
making decisions affecting local government and the public, as well as other organizational units within state government.
- Implement state civil service rules, state collective bargaining agreement, and agency policy governing personnel development and personnel actions including recruitment, hiring, performance evaluation, training, diversity goals, and corrective or disciplinary actions.
- Implement agency administrative policies and procedures including time accounting and employee leave, purchasing and procurement procedures, and administration of contracts and grants.
- Effectively organize and lead personnel and other resources in a multi-project environment, including project management and workload planning skills needed to develop, implement, coordinate, track, and complete a variety of projects.
- Write and edit technical reports, summary documents, memos, letters, SOPs, and other documents to present complex information to peers and other professionals, agency representatives, local government, upper management, and the public.

Desired Qualifications :
- Five years of experience in grant and / or contract management with a Bachelor's degree, or three years of experience in grant and / or contract management with a Master's degree.
- Knowledge and experience with solid waste / recycling laws and regulations.
