General Statement of Job
Under limited supervision, assists in providing leadership in developing, supporting and ensuring the provision of free and appropriate public education for special needs students in all District schools.
Leads the districts efforts to develop, select, and ensure an appropriate use of specialized instruction. Develops procedures for program and provides instructional support to special services consultants, administrators, teachers, and other staff.
Supervises assigned professional and clerical personnel; reviews subordinates' adherence to District goals and policies.
Reports to the Director of Special Services.
Minimum Requirements
Requires Master's degree in special education or school administration supplemented by six to nine years of teaching, consulting and / or managing special education programs, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Must possess valid teaching and Principal certification.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Coordinates, monitors, and supports the planning and execution of specialized instruction and assessments.
Supports the development, implementation, and revision of curriculum designed to meet the needs of students with special needs.
Coordinates the selection and use of screening, diagnostic, progress monitoring, and other assessment tools.
Collects and analyzes informal and formal assessment data to inform decisions regarding instruction, professional learning, and resources.
Coordinates the evaluation and selection of resources utilized by special services teachers and support staff.
Coordinates and supervises the development and delivery of professional learning opportunities for special services personnel.
Facilitates research regarding trends and best practices to support student success.
Uses pertinent data to refine and improve special services and initiatives.
Collaborates with the special services staff to offer workshops and other opportunities for parent engagement.
Supports the implementation of the District’s Multi-tiered System of Supports (MTSS).
Supervises assigned special education professional and clerical personnel; supervisory duties include instructing; assigning, reviewing and planning work of others;
maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems and recommending employee transfers, promotions, discipline and discharge as appropriate.
Assists in planning and coordinating professional learning for all special services teachers and support staff.
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
Assists in developing, supporting and implementing appropriate education programming for special needs students of all ages in District schools, ensuring compliance with all applicable District, state and federal policies and laws.
Assists in monitoring various budgets allocated for the provision of special education programming; oversees billing for multi-district students.
Provides instructional support for district alternative placement sites.
Provides technical assistance and responds to inquiries and complaints from teachers, principals, parents and the general public as needed.
Compiles data and submits required reports to the District, state and federal government.
Coordinates summer programs for students with special needs.
Keeps abreast of developments and innovations in the profession and ensures that staff members remain current and properly trained as well.
Uses a computer to record and retrieve various information and to prepare reports, spreadsheets and correspondence.
Receives, reviews, prepares and / or submits various records and reports including budget documents, technical documents, professional studies, student records, statistical reports, legal updates, annual reports, grant applications, job applications, performance appraisals, personnel records, policies and procedures, memos, correspondence, etc.
Operates a variety of equipment such as a computer, telephone, copier, fax machine, calculator, vehicle, etc.
Interacts and communicates with various groups and individuals such as the immediate supervisor, Superintendent, administrators, subordinates, consultants, psychologists, teachers, parents, medical professionals, principals, social workers, other District personnel, community and government agencies, and the general public.

Physical Requirements : Must be physically able to operate a variety of machines and equipment including a computer, telephone, basic office equipment, vehicle.
Must be able to exert up to five pounds of force occasionally and / or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and / or carry weights of five to ten pounds.
