The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Major Duties and Responsibilities (MDRs)
Lead and develop dynamic and long-term planning efforts for DAG's Artificial Intelligence and Machine Learning (AI / ML) program and ensure foundations established for sustainability of AI / ML programs.
Work with the Chief of Data Analysis and other senior leaders to set and implement a vision for evolving a comprehensive AI / ML capability at NCTC.
In consultation with the Chief of Data Analysis, review the Group's Technical Analysis Reports as requested.
Advise and support strategic planning on AI / ML initiatives and other innovative, data-driven projects.
Engage and collaborate with major stakeholders on progress, issues and challenges.
Manage and assess the status of DAG's AI / ML projects on a continuous basis, to include resource management and contractor support, and ensure that all resources are aligned with mission priorities.
Drive AI / ML program development and enable effective AI / ML integration into NCTC analytic production.
Help recruit, develop, and retain a diverse and highly qualified data science workforce.
Ensure personnel are appropriately challenged, rewarded, and given the support, tools, training and opportunities they need to develop and succeed.
Cultivate an inclusive environment that fosters the development of all officers to their full potential.
Clearly communicate expectations and provide subordinate managers and analysts and support personnel with timely and candid assessments of their strengths and developmental needs.
Develop and sustain partnerships with both internal and external customers and stakeholders.
Interact with AI / ML owners, producers, and consumers to improve NCTC efforts.
Explore emerging AI / ML technologies and methodologies to identify and help automate NCTC workflows and business practices.
Facilitate access to Community AI / ML resources, partner with the DI's Innovation officer to arrange AI / ML related training sessions, answer ad-hoc requirements, produce programmatic documentation, and interact with the relevant AI / ML units at IC and DoD agencies on a regular basis.
Serve as one of NCTC's main interlocutors at various interagency AI / ML and data-centric meetings to advocate for NCTC's AI / ML and data priorities and needs.
Actively participate in corporate activities to advance the Center's AI / ML and data science goals.
Drive the DI's conceptualization of complex AI / ML projects and help facilitate the creation of AI / ML and other data-driven products.
Set priorities and drive programs to ensure senior Office of the Director of National Intelligence (ODNI) officials are prepared for policy meetings throughout the Intelligence Community (IC) and US Government (USG).
Help expand the DI's data acumen and deepen its understanding of AI / ML analytic tradecraft.
A track record of working effectively as a member of a team, exceptional organizational skills, demonstrated success at leading initiatives with little direction, sound judgement, bias for action, ability to think creatively and open-minded, and experience building, maintaining, and valuing an inclusive work environment.
Serve as the representative of collaboration tools and policies.
Oversee to drive success for the collaboration effort.
Engage counterparts on tactical coordination issues to ensure effective implementation flagship collaboration initiatives.

Minimum Qualifications Required Mandatory Requirements
Work experience with USIC agencies handling AI / ML efforts and develop strategic plans for deploying AI / ML initiatives.
Superior experience taking a corporate approach.
Superior analytical and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
Expert ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development.
Superior familiarity with data science / data analysis and AI / ML principles and current inter-agency programs and strategic governmental initiatives / academic research within the field.
Expert knowledge of resource management principles and applications, particularly related to managing technical AI / ML projects that are in support of analysis.
Superior oral and written communications skills, including analytic writing and review.
Superior knowledge of the IC data science community and / or NCTC and the counterterrorism community
At least four years of previous professional experience at a national agency, service component, federal law enforcement organization, or combatant command.
Expert knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development.
Superior ability to anticipate issues relevant to the IC and United States Government and recommend / implement needed actions.
Superior leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals.
Bachelor's degree
Generally, 12 years of related work experience.
Conditions Applicants from federal agencies within the Intelligence Community (IC) may be considered for this position as a reimbursable detailee, if endorsed by the employing agency.
Applicants must have current TS / SCI clearances with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.
