The County of Volusia is seeking an experienced Treatment Plant Operator for the Water Resources & Utilities Division. This position will be responsible for skilled work in the operation and monitoring of a water and / or wastewater treatment plant.

At the Trainee level, an incumbent is working under the direction of a Class "C" Operator for completion of the Class "C" Certification until certification is obtained.

All Assignments

  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Responds to emergency situations.
  • Must adhere to Federal, State, County and Local ordinances.
  • Performs other duties as assigned.

WATER TREATMENT

  • Operates treatment plant machines and equipment to purify and clarify water for human consumption. Ensures compliance with regulatory agencies.
  • Completes Monthly Operating Reports (MOR) on a timely basis.
  • Operates and controls electric motors, pumps, and valves to regulate flow of raw water into treatment plant.
  • Adjusts automatic devices that admit specified amount of chemicals into tanks to disinfect, deodorize, and clarify water.
  • Monitors panel boards and adjusts controls to regulate flow rates, loss of head pressure, and water elevation and distribution.
  • Cleans tanks. Repairs and lubricates machines and equipment. Repairs, maintains, and installs distribution lines and transmission systems.
  • Tests water samples. Records data.

WASTEWATER TREATMENT

Operates sewage treatment, sludge processing, and disposal equipment in Wastewater (sewage) Treatment Plant to control flow and processing of sewage.

Ensures compliance with regulatory requirements.

  • Completes Discharge Monitoring Reports (DMR) on a timely basis.
  • Monitors control panels and adjusts valves and gates manually or by remote control to regulate flow of sewage and / or reclaimed water.
  • Observes variations in operating conditions and interprets meter and gauge readings and tests to determine load requirements.
  • Starts and stops pumps, engines, and generators to control flow of raw sewage through filtering, settling, aeration, and sludge digestion process.

All Treatment Plant Operator levels must have a GED or high school diploma and possess a valid Florida drivers' license. All certifications must be current.

This agreement formalizes procedures to recognize the value of training and experience as they relate to the Treatment Plant Operator classification.

NOTE : Applicable certificates must be attached to your application.

Level I - Trainee - $17.25 - $30.28

Does not possess one (1) year experience but is enrolled in a course approved by the Florida Department of Environmental Protection (FDEP) in preparation for the state examination for Class C certification.

Promotion to Level II upon receipt of Operator certification with salary increase to minimum of Level II pay range or 10% above current salary.

Level II - $21.47 - $38.43

Possession of Class "C" Operator Certification issued by the (FDEP) in water OR wastewater.

Level III - $22.47 - $40.31

Possession of Class "C" Operator Certification in water and wastewater OR Possession of Class "B" or Class "A" Operator Certification in water or wastewater.

Level IV - $23.52 - $42.61

Possession of dual certification by FDEP in water and wastewater with at least one certification at a Class "B" or higher.

  • Knowledge of methods and practices of modern water and wastewater treatment and operating procedures.
  • Knowledge of functions and mechanics of plant equipment and the ability to understand electrical functions as they relate to plant operation.
  • Ability to check equipment and to detect flaws or defects in operation.
  • Ability to understand and execute oral and written instructions.
  • Ability to take accurate readings, to keep routine records, and prepare schedules and reports.
  • Ability to oversee trainees for Treatment Plant Operator Is (trainees).
  • Ability to interact effectively with others.
  • Ability to work under stressful conditions.

ADA REQUIREMENTS

Physical Demands : Medium to heavy work. Able to move 50 lbs., kneel, sit, bend, crawl, reach (overhead), climb, walk, stand, see;

manual dexterity. Visual acuity (peripheral vision, depth perception) necessary to operate a motorized vehicle. Color acuity necessary to review diagrams / schematics and water quality.

Environmental Demands : Both inside and outside work. Able to tolerate inclement weather including rain, heat, humidity, cold.

Exposure to noise, vibration, odors, fumes, dust, poor ventilation, chemicals.

Mental Demands : Able to read and comprehend technical regulations and procedures of discipline; safety rules, memos, instructions, letters.

Able to perform basic mathematical functions and shop math. Able to write at a level to relay ideas, directions, information, data, and details.

Able to speak clearly and concisely relay ideas and technical information to laymen.
