The Center for Health Equity & Community Wellness (CHECW) aims to eliminate racial inequities resulting in premature mortality, with a focus on chronic disease, by addressing the social and environmental factors that impact health.
- CHECW works to increase placed-based investments in priority neighborhoods with community programming and services based on epidemiology;
- influence and leverage the health system to promote whole-person care; intensify the agency's approach to tackling big salt, sugar, and tobacco;
and finding innovative ways to improve the built environment and address other social determinants of health. CHECW is comprised of the Bureau of Bronx Neighborhood Health, the Bureau of Brooklyn Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau of Chronic Disease Prevention, the Bureau of Health Equity Capacity Building, the Bureau of Equitable Health Systems and the Bureau of Finance, Administration & Services.
The Bureau of Finance, Administration & Services seeks to hire an Associate Contract Specialist. The Associate Contract Specialist will support our contract development programs as well as a broad range of other contract specialist related work.
Duties will include but not be limited to :
- Responsible for all assigned CHECW contracts, overseeing all aspects of contract management and development of seven Bureaus within our division, with a wide latitude for the exercise of independent judgement and decision making.
- Performing complex professional work which includes editing, fact-checking, proofreading, reviewing proposals, scopes, and budgets, researching procurement methods, contracting actions and grant-related funding contracts.
- Confer with, advise on, and coordinate operational, technical and professional staff (internal and external) in the agency procurement process.
- Review documentation, including proposals, and reports to ensure compliance with contract protocols relevant to Federal, State and City guidelines.
Make recommendations to supervisor concerning provision of additional funding or defunding of existing programs or procurement documents and contracts.
Participate in contract negotiations.
- Analyze and evaluate vendors past performance and financial status as well as other factors which might affect the delivery of contract services and provide performance reports and make recommendations to leadership.
- Serve as a centralized division level Liaison- liaising with bureaus to establish and maintain controls to ensure the units work is processed in a consistent and timely manner;
liaise with the Agency Chief Contracting Officer (ACCO) along with other internal and external entities for assigned contracts including City Council Discretionary awards and MWBE Procurement Methods, Request for Proposal and Negotiated Acquisition.
- Conduct analysis of contract data and prepare for procurement methods based on the contract's data and summary / project reports.
- Prepare and submit scope and budget to initiate contract actions and other related documents.
- Review contracts including subcontractors and consultants for completeness and accuracy.
- Maintain each bureau's contracting tracking log; reconcile periodically with ACCO and program area.
- Correspond with vendors and programs for pre / post award completeness, which includes sharing or modifying policy and procedures.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and two years of full-time satisfactory professional, technical or administrative experience in one or more of the following fields : program evaluation, contract negotiations / management, fiscal / financial management, or project management; or
2. A four year high school diploma, or its educational equivalent, and six years of full-time, satisfactory professional, technical or administrative work experience in one or more of the fields cited above; or
3. Education and / or experience equivalent to "1" or "2" above. College credits obtained from an accredited college may be substituted for experience on the basis of 30 college semester credits for one year of experience as described in "1" above.
However, all candidate must have at least a four-year high school diploma or its educational equivalent and at least two years of full-time experience as described in "1" above.
Preferred Skills
- Bachelor's Degree from an accredited college and two years of full time satisfactory professional work experience.- Highly detailed-oriented, self-starter, and ability to accurately complete a range of administrative tasks necessary for successful and timely contract awards.
- Experience with contracts within city government, including working with other entities, such as, ACCO, Finance, Fiscal and with Management.
- Working experience Electronic Contract Development Systems or NYC Contracting Systems, Fiscal Management systems.- Excellent oral and written communication skills with the ability to host group presentations for external and internal partners.
- Strong analytical skills with exceptional attention to detail.- Ability to strategize and negotiate on behalf of programs.
- Must be able to function well in a fast-paced work environment, ability to respond to multiple requests for assistance simultaneously.
- Computer skills including Microsoft Office (Word, Ecel, PowerPoint) is a must.- Excellent interpersonal and communication skills, with a flexible and collaborative spirit.
- Ability to prioritize and work under deadlines.- Enthusiasm, professionalism and willing to work under pressure with multiple actions.
- Special consideration will be given with degree credentials in master's in public administration.
