Responsibilities

The Manager of Station Planning is responsible for carrying out long-range and immediate goals for the Station Planning group, supervising at least one analyst and helping with production of the essential work products of the group.

The Station Planning group is responsible for planning the functional design and operation of subway stations with a focus on customer flow through stations.

The goal is for station circulation to function at guideline level of service now and well into the future.

The group is currently composed of two analysts, the director, as well as this Manager position. The work of this group is generated by the collection and analysis of circulation data to help inform current capital improvement or operational projects that affect the station environment, to identify priority locations for future capital improvement projects, and in response to City initiatives and private development that may modify the use of one or more stations.

The group analyzes current and projected future passenger flow in stations and determines efficient layout and / or required sizing of circulation and fare control elements such as stairs, escalators, passageways, turnstiles, Metro Card Vending Machines, as well as other elements.

In addition to ridership demand, Station Planning considers emergency egress demand, access for the disabled and convenience for inter-modal connections.

Site visits and in-station passenger counts are often needed for passenger flow data collection.

The products of the group are recommendations for the 20-year needs document, reviews of transportation demand memos, suggested station layouts specifying layout and sizing of elements, recommendations of phasing of projects to maintain customer flow and oversight of projects during construction phases.

Additionally, the group is responsible for responding to customer and elected official inquiries and attending public meetings.

The group also works on policy changes within and outside the MTA family. The unit strives to update and refine its pedestrian planning methodologies.

The Manager should have a good working knowledge of customer flow analysis techniques and good three-dimensional spatial reasoning.

Equally important is the ability to manage staff and work effectively with other organizations in NYCT, MTA and outside the MTA.

The ability to understand multiple agency perspectives in discussions of scarce spatial and dollar resources while advocating for customer circulation improvements will be key.

Education and Experience

  • A baccalaureate degree from an accredited college with a major in city, urban or transportation planning, urban studies, geography, public administration, architecture, engineering, or a related field, and four (4) years of progressively responsible transportation experience, one (1) years of which must have been in a supervisory or managerial capacity; or
  • A satisfactory equivalent of education and experience.

Desired Skills

Expertise in transportation planning (focus on pedestrian flow planning).

Basic understanding of subway station structure and design. Good spatial sense and skill in architectural layout.

Working knowledge of transit operations.

Excellent analytical and presentation skills.

Good managerial skills - prioritize work and direct workload of unit.

Proven ability to collaborate and advocate to others to lead to successful outcomes.

Good supervisory skills including communication, hiring, mentoring and discipline. Ability to set priorities, delegate responsibilities and manage multiple dynamic deadlines.
