Travis County Sheriff’s Office is recruiting for a Chief Operating Officer to direct and coordinate all operational aspects of the Administration and Support Bureau.

This position would develop and implement strategies to achieve division goals and align them with the objectives of the organization.

This position will require collaboration with Executive Staff, Elected & Appointed Officials, and other local, state, and federal organizations.

In addition, this position will oversee daily operations of all assigned divisions to include Finance, Human Resources, Inmate Mental Health, Medical Services, Information Technology, Maintenance, Staff Psychologist, and the Training Academy.

Distinguishing Characteristics :

This is a job classification within the Executive Management job family. This classification represents senior management within the department.

This classification may require work in secure facilities and a flexible work schedule to meet the needs of the department.

Manages, directs, and oversees activities of assigned staff. Plans and develops division goals and objectives. Conducts and participates in meetings.

Delegates authority to staff. Ensures financial accountability and responsibility. Develops project management strategies, timelines, and budgets.

Provides administrative oversight on projects and grants.

  • Oversees development of performance measures for functional areas to ensure alignment with short and long-range goals and objectives, both within the assigned functional areas and as a member of the executive management team.
  • Responds to inquiries from the general public, communicates and networks with other division directors, program managers, department heads, and Elected and Appointed Officials in other County departments.

Serves as liaison with other agencies.

  • Participates in meetings and develops area-wide emergency plans with other agencies.
  • Reviews reports and files on potential liability or litigation, employee injury, or misconduct. Administers or recommends corrective or disciplinary measures.
  • Oversees the preparations of the annual budget. Reviews and approves budget requests. Authorizes purchase requests.
  • Develops, reviews, supports, and enforces compliance with policies and procedures.
  • Represents the County by attending meetings, community meetings, seminars, conferences, and professional associations. Participates in meetings, private organizations, and serves on related committees.
  • Performs other job-related duties as assigned.

Education and Experience :

Bachelor’s degree in Business Administration, Public Administration, or Criminal Justice or a directly related field AND five (5) years of directly related, increasingly responsible managerial experience in law enforcement / correctional capacity, including three (3) years of mid- to senior-level supervisory or management experience;

OR, any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements :

Valid Texas Driver’s License.

Advanced Certification issued by the Texas Commission on Law Enforcement (TCOLE).

Knowledge of :

  • Theory, principles, policies, practices, and techniques relating to the functional areas, including strategic planning, personnel management, and budgeting.
  • Standard management theory, principles, practices, and techniques.
  • Federal, State, Local, and County applicable laws, rules, regulations, and guidelines.
  • State and Federal regulatory or administrative requirements and practices.
  • Budgetary and fiscal process.
  • Supervisory principles, practices, and techniques.
  • Law enforcement principles and practice.
  • State and Federal laws related to the correctional / law enforcement agencies.
  • Online computer searching.
  • Computer equipment to include word processing, spreadsheets, databases, and a variety of software packages.
  • Business letter writing, grammar and punctuation, and report preparation.
  • May be required to develop knowledge of and adhere to federal and state laws requiring the confidential handling of certain health information.

  • Prioritize needs, develop and implement plans of action.
  • Work as a team member within a diverse organization.
  • Read and understand basic legal documents.
  • Establish and maintain effective working relationships with County employees and officials, representatives of outside agencies, and the general public.

Physical requirements include the ability to lift / carry up to 20-50 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination, and manual dexterity necessary to operate a computer and office equipment.

Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client / customer contact, squatting to perform the essential functions.

Subject to stressful environment and client and customer contact for extended periods of time. Subject to contact with communicable diseases, radiation, hazardous waste, human fecal matter, and foul odors.

Job may involve danger due to contact with criminals and suspects.

Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.

Work Hours : Monday - Friday 8 am - 5 pm. May be required to work additional hours, including weekends, nights, or holidays.
