Purpose
The Finance Program Officer / Manager is responsible for oversight of the financial operations of the Matching Grant (MG), Preferred Communities (PC) and Reception and Placement (R&P) programs.
Under the direction of the (Supervisor TBD) and in close collaboration with the CWS Corporate Finance Office, this position is responsible for developing, managing, and maintaining accounting and finance principles, practices, and procedures to ensure accurate and timely financial information is captured.
This position will provide regular analysis of program budgets to the Director of Integration and Director of Resettlement.
Responsibilities
Essential Duties :
- Support the Directors of Integration and Resettlement in developing and monitoring budgets for the Matching Grant (MG), Preferred Communities (PC) and Reception and Placement (R&P) programs
- Collaborate with the CWS Finance Office on all financial matters affecting the operations of the MG, PC and R&P programs.
- Ensures CWS financial policies, protocols and standards are followed.
- Ensures compliance with uniform guidance.
- Coordinating closely with CWS Finance and Projections Departments, create and manage regular reports, forecasts, and financial planning, and make recommendations to the program directors on budget and spending.
- Maintain excellent financial records. Establish and maintain a system to track program revenue and expenses for CWS MG, PC and R&P programs and for subgrantees.
- Liaise regularly (monthly and quarterly) with MG, PC and R&P program implementing sites, CWS Program Finance and CWS Program HQ to ensure regular submission of required financial reporting, troubleshoot as needed with implementing sites as needed
- Monitor monthly national and program site expenses to ensure that CWS MG, PC and R&P programs are operating within their set budgets.
- Advise Directors on funding available to determine staff allocations and ensure relevant program salary allocations are accurate in HQ Finance records.
- Tracking, vetting, and monitoring Matching Grant program and admin match documentation. Following up with sites on TA to address match issues in collaboration with site liaisons.
Train HQ staff as needed on processes
- In coordination with CWS Finance and Compliance Departments, draft guidance and template(s) for match backup documentation and tracking and providing TA on use.
- Create monthly match / spending reports for delivery to network for review / TA in coordination with Program Finance
- Creates new budget and relevant financial templates as needed
- Provide training to CWS HQ staff on MG, PC and R&P programs site budget review
- Reviews and analyzes the actual vs budget report on a monthly, quarterly, and annual basis for all active projects.
- Prepare and conduct financial portion of site visits and monitoring and evaluation (M&E) of subgrantees.
- Assist in preparation for audits by federal funders.
- Develop and maintain sound accounting procedures and practices.
- Liaise and coordinate with key finance staff within and external to ISS and RWS Departments (i.e. Children’s Services, Program Finance, Budgets and Projections etc.)
Qualifications
Experience :
Minimum of 5 years of related work experience in non-profit accounting / finance with a strong working knowledge of nonprofit accounting / finance.
Minimum of 5 years supervisory experience.
Familiarity with OMB Uniform Guidance
Skills :
- Strong management and organizational skills required, including familiarity with financial management systems.
- Detail oriented. Strong analytical computer skills.
- Familiarity with government and private funding and contractual requirements preferred.
- Ability to work in a multi-cultural environment required.

Education & Certifications :
Bachelor’s degree or equivalent work experience
Special Requirements
- Remote, with proximity to airport is required.
- Must have access to reliable internet
- Must be willing to travel to locations in national network to provide on-site support on occasion and meeting with CWS Finance

- Standard Work hours, 37.5 hours / week, with core business hours of 10AM-4PM EST, with occasional evening and weekend as assigned
