Opportunity
The Director for Finance & Administration (F&A) Technical will support for a potential project the anticipated five-year $10 to $25 million USAID-funded Increasing Resilience of Island Economies in Jamaica (IRIE Jamaica) Activity.
The purpose of this activity is to strengthen communities, key economic sectors and Jamaica’s enabling environment to prepare for climate change and disasters.
This role will lead the financial accountability and management of the project.
The ideal candidate brings deep experience working on USAID activities or other multi-year U.S. government-funded projects.
Candidates will be expected to have technical experience in areas such as regulatory compliance, meeting the administrative / financial requirements of the US government, and carrying out internal audits and external audits during the life of the project are particularly encouraged to apply.
The F&A will be based in Kingston, Jamaica, and will report to the Deputy Chief of Party (DCOP).
Responsibilities include but are not limited to :
Essential / Primary Functions
- Lead the administrative, financial, logistics and procurement processes of the project.
- Oversee the financial execution of budgets and internal control measures.
- Supervise and apply the accounting record in order to ensure its opportunity and veracity in adherence to local regulations.
- Supervise the financial execution of the sub-agreements, contractors, and consultancies of the project.
- Develop and keep track of complex budgets and financial projections, ensuring transparent and efficient management.
- Supervise the hiring and management of human talent.
- Lead audit processes in case any of the projects is selected for evaluation.
- Support the implementation of orientation and training sessions on administrative, financial, and accountability processes for project staff.
Qualifications
- An advanced degree in administration, finance, accounting, or a related field.
- Minimum of ten years of professional experience working in positions in charge of finance, budgeting, accounting, procurement, and administration.
- Demonstrated experience in the application of accounting systems, ensuring internal control and veracity of records in adherence to local regulations.
- Demonstrated experience in the development and control of complex budgets, ensuring transparent and efficient management.
- Experience working and collaborating with diverse stakeholders, such as local NGOs, government officials, donor representatives, and local and international staff.
- Knowledge of labor, contracting, banking and other laws and regulations necessary for the project in Jamaica.
- Experience in opening, operating, and closing a project office.
- Strong oral and written communication skills.
- Experience working in Jamaica or the Caribbean is strongly preferred. Jamaican nationals are highly encouraged to apply.
- English fluency required.
