Basic Function

Directs and oversees transit security activities. Supervises and provides professional and technical assistance to transit security staff in assigned areas of responsibility;

performs related work as required.

Example Of Duties

  • Plans and directs security activities and evaluates staff.
  • Assist in the development of major security initiatives, implementation of security program procedures, and daily operations.
  • Assist with the implementation of ordinances, rules and regulations, objectives, policies, procedures, and work standards to further departmental goals.
  • Provides recommendations on the selection of assigned personnel and ensures training and professional development.
  • Prepares, communicates and interprets department policies, processes, and procedures.
  • Motivates and monitors productivity of assigned staff.
  • Assist with planning and developing security program / deployment enhancements to respond to new security threats.
  • Responds to the needs of Metro and the community.
  • Consults and collaborates with agency internal and external partners / staff / consultants / unions on matters regarding security operations.
  • Conducts investigations and disciplinary or grievance hearings and recommends solutions.
  • Prepares various, periodic, and comprehensive reports regarding security-related activities and issues.
  • Represents Metro in meetings with representatives of other law enforcement and governmental agencies, professional, business and community organizations, and the public.
  • Monitors developments related to department service procedures, techniques, and equipment; evaluates their impact upon department operations and recommends policy, procedural and equipment improvements.
  • Works closely with department leadership and provides support.
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out.

May be required to perform other related job duties

Positions in this job classification are considered safety sensitive and subject to drug and alcohol testing, including random testing, under Federal Transportation Administration(FTA) drug and alcohol regulations.

Requirements For Employment

A combination of education and / or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.

Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes :

Education

Bachelor's Degree in Business, Public Administration, Public Policy, Criminal Justice, Industrial Security or other related field

Experience

Five years of relevant management-level experience in law enforcement, or industrial or military security; experience and training in transportation security, experience in public transit operations or commercial transportation, and experience working with multiple law enforcement jurisdictions preferred

Certifications / Licenses / Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Must be able to obtain a valid California Firearm Permit issued by the Department of Consumer Affairs within six months of hire.
  • Must be able to obtain a valid California Guard Card issued by the Department of Consumer Affairs.
  • Requires good physical condition with complete mobility and sensory abilities adaptive devices not excluded.
  • Must successfully pass a Department of Security background.

  • Must qualify with and carry a firearm while on duty

Knowledge :

  • Theories, principles, and practices of public administration, public policy, management and public transportation, and industrial security or law enforcement Firearm safety.
  • Applicable federal, state, and local laws, rules, and regulations on law enforcement / security and risk management Applicable business software applications.
  • Cultural competence and anti-bias strategies in law enforcement or transportation security.

  • Planning, organizing, and directing the work of staff and contracted service vendors.
  • Analyzing situations, identifying problems, implementing solutions, and evaluating outcomes Exercising sound judgment and creativity in decision making.
  • Communicating effectively orally and in writing Interacting professionally with various levels of Metro employees, outside representatives, and the public.
  • Serving as a liaison between multiple organizations

  • Plan, organize, assign, direct, review, and evaluate the work of assigned staff Select, supervise, train, mentor, and motivate assigned staff.
  • Understand, implement, and interpret policies, procedures, rules, regulations, laws, contracts, budgets, labor / management agreements, goals, objectives, and work standards.
  • Analyze complex problems, evaluate alternatives, and make creative recommendations.
  • Develop operations plans to guide security deployments, meet strict deadlines, and follow clear instructions.
  • Exercise initiative and have independent judgement within general policy guidelines.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
  • Represent Metro effectively in meetings and various audiences Prepare clear, concise, and competent reports, correspondence, and other written materials.
  • Travel to offsite locations.
  • Demonstrate leadership and accountability to ensure equitable outcomes through fair and just application of policies and procedures.
  • Understand and communicate in English - read, write, speak, or equivalent.

Pension Plan - PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
