The Department of Homeless Services (DHS) is at the forefront of combating homelessness in New York City, employing innovative strategies to assist families and individuals in transitioning from shelter to self-sufficiency.

Currently, DHS's Rehousing Division seeks to fill the role of one Administrative Director of Social Services M-3, serving as the Executive Director for the Clearance & Apartment Review.

Under the direction of the Associate Commissioner for Rehousing Support Division, with wide latitude for exercise of independent judgement, initiatives, decision making, and action, the Executive Director, Clearance & Apartment Review is responsible for managing the daily operation of core functional areas within RSD that support the CITYFHEPS, SOTA and other subsidized rental assistance program.

The director is tasked with providing leadership and technical support / guidance to ensure compliance with service delivery and agency mandates.

Furthermore, the Director will provide coverage for the Rehousing Support Division in the absence of the Associate Commissioner.

The Department of Homeless Services (DHS) is recruitment for one Administrative Director of Social Services M-III to function as an Executive Director of Clearance & Apartment Review who will :

  • Serves as the point of contact to Program leads and / or external partners (HPD, DOB, DOHMH, DOF Landlords / Brokers) to intervene, as applicable, to provide technical support and guidance and respond to questions or concerns relative to the clearance / inspection process.
  • Collaborate closely with colleagues to promote, foster, and strengthen partnerships to facilitate goal / placement. Ensures responses to requests for information are appropriate and timely.
  • Reviews, analyzes, and disseminates a variety of report types, including registration and inspection results.
  • Tracks outcomes in comparison to targets, to monitor goal attainment, trends, and areas of concern requiring corrective action.

Flags, outlines and / or elevates issues warranting review and discussion up through the reporting structure. Provides recommendations for enhancing service delivery.

  • Provides clear instruction and guidance to unit staff to reinforce performance expectations and ensure target goals are achieved, maintained and / or to identify areas requiring improvement.
  • Participate in supervisory and unit meetings or training / information sessions aimed at promoting the skill set of subordinates by preparing agendas, presenting material, reinforcing protocols and process flows, facilitating discussion and / or intervening and presenting clarity on relative issues.

Reviews all incoming inspection outcomes to ensure accuracy, completeness, uniformity, and compliance with standards.

Proposes and implements strategies to reduce the fail / no access rates relative to inspections to enhance outcomes and enable units to pass on the initial inspection.

Ensures the pass rate remains at an acceptable level (55+ %).

  • Prepares weekly analysis to monitor rates for distribution and review. Oversees use of the small repair and equipment contracts for minor repairs, facilitates requisitions to establish payment mechanisms, reconciles, validates invoices, and monitors expenditures to ensure ample funds are available.
  • Collaborates closely with DSS / HRA in the planning and implementation of new Apartment Review Checklist (ARC). Responsible for conducting internal ARC Walkthrough refresher trainings for DHS staff.

Provides vital support to the shelter system by assigning inspectors to conduct walkthroughs relevant to ARC escalations and questions.

Hours / Schedule : Monday-Friday 9AM-5PM

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or

2. Education and / or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows :

A)A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and / or urban studies may substitute for two years of experience; and / or

B)Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in 2(A) above for each year of experience up to a maximum of three years; or

C)A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
