Targa Resources Corp., a midstream natural gas company, has an immediate opportunity for a Senior Environmental Specialist supporting assets in our North Dakota operating unit near Watford City, ND.
This position will support operations including gas plants and the associated gathering systems and assist operations in achieving Targa’s goals with respect to environmental compliance and sustainability practices.
A proven ability to solve problems, maintain compliance, learn new material, adapt to change and be an effective communicator are key traits to success in this position.
This position may be located in Watford City, ND or Denver, CO* and will report to the Environmental Supervisor.
RESPONSIBILITIES AND ESSENTIAL DUTIES
- Assist management, operations, and project / maintenance teams as required to assure compliance with federal, state, local and corporate rules and regulations pertaining to operational environmental aspects and impacts.
- Assist with organizing, planning, implementing, and auditing the environmental programs and policies for the operation, ensuring compliance as required by regulatory agencies and corporate policy.
- Ensure compliance with Title V operating permits and New Source Review (NSR) permits, including the preparation of semiannual deviation reports and annual compliance certifications.
- Assist with the review of projects for environmental impacts, including air quality compliance, and documenting necessary information to aid or initiate the permitting process as required.
- Ensure compliance, gather data, and facilitate reporting as required under numerous applicable regulations, including but not limited to CERCLA, EPCRA, SARA and State Superfund programs, as well as OOOO, OOOOa, OOOOb, LDAR monitoring programs, EI, GHG and engine maintenance and testing requirements.
- Assist with waste and remediation activities, ensuring regulatory compliance, including the waste management plans, shipments, manifests, and regulatory reporting, as needed.
- Ensure compliance with SPCC requirements and assist with spill response and remediation activities, as needed, including the facilitation of required reporting to applicable parties, including the EPA, NRC, and / or DEQ.
- Ensure compliance with corporate policies, including but not limited to reporting releases to all applicable agencies and internal personnel.
- Act as the point of contact for both regulatory agencies and operations on required reports, payments, inspections, and other applicable regulatory requirements.
- Assist with compliance audits, as needed, and assist in facilitating resolution of action items from findings of reviews, inspections, and incident investigations.
- Maintain a working knowledge of existing and proposed environmental regulations impacting area.
- Communicate regular updates on environmental releases, permit deviations, and enforcement status to supervisor for communications with Operations.
- Assist in implementing and maintaining effective management of all operational data to ensure compliance with all legal and regulatory requirements.
- Ability to learn and comprehend the operating principles of natural gas compression and natural gas processing facilities.

MINIMUM QUALIFICATIONS :
- Minimum of four (4) years of relevant experience in the oil and gas or petrochemical industry with a bachelor’s degree in environmental science, engineering, or another related field; or
- Note : Staff level positions may be considered for candidates with 8 or 10 years of related experience.
- Legal authorization to work in the U.S. on a full-time basis for anyone other than your current employer.
- Maintain a valid driver’s license and a safe driving record satisfactory to the company.
- The ability to organize and manage multiple priorities.
- The ability to work within a collaborative team environment, with demonstrated personal drive and initiative to achieve goals.
- Interpersonal communication skills are required to interface will all affected teams, personnel, and regulators.
- Ability to work self-sufficiently given direction and resources.
- Ability to think critically, solve problems independently and exercise judgement and common sense.
- Intermediate level desktop computer skills using Microsoft Office Outlook, Teams, Word, Excel, and PowerPoint.
- Ability to routinely travel away overnight as expected or needed, for operations support, training, or company events.
- Regular and reliable attendance is required.
- Will require a minimum routine field presence of at least two (2) weeks per month in the Badlands operating unit if working from the Denver, CO office.
PHYSICAL DEMANDS & WORK ENVIRONMENT :
- Ability to work in changing ambient conditions and an industrial environment both indoors and outdoors.
- Able to work in an industrial setting which includes work while walking, climbing, kneeling, squatting, sitting, and standing across multiple terrains.
- Follow and adhere to all applicable Personal Protective Equipment (PPE) requirements (ex : eye protection, footwear, respiratory protection, and flame-resistant clothing).
- Ability to wear respiratory protection up to and including supplied air apparatus.

PREFERRED QUALIFICATIONS :
- 4+ years of experience in air quality compliance for the oil and gas or petrochemical industry.
- Minimum of six (6) years of relevant experience in the oil and gas or petrochemical industry without a bachelor’s degree in science, engineering, or another related discipline.
- Direct experience in environmental compliance, environmental consulting, or related industry.
- Knowledge of environmental rules and regulations of the various federal and state agencies having jurisdiction over Targa facilities in North Dakota.
