Primary Function of Position
As the Refugee Foster Care Case Manager, you will play a pivotal role in transforming the lives of refugee youth by ensuring they receive comprehensive support during their resettlement journey.
In this role, you will manage all aspects of service delivery, ensuring compliance with USCCB / MRS cooperative agreements, Reception and Placement regulations, and state and federal guidelines.
You'll collaborate closely with the youth, foster families, and partner organizations to provide the guidance and resources necessary for each child's path to self-sufficiency.
Major Position Responsibilities
Progress Assessment : Assess and document the youth's progress in placement, independent living skills, academic development, and cultural adjustment.
Set up necessary supports.
- In-Home Visits : Complete monthly in-home visits with every foster youth assigned.
- Conflict Resolution : Handle conflict resolution and crisis management.
- Reporting : Prepare court reports and service plans promptly and attend all court hearings.
- Meeting Participation : Attend regular weekly staff meetings and monthly case management meetings.
- Documentation : Document youth-related events, case coordination, agency interactions, and interagency coordination efforts.
- Federal Reporting : Submit all federal reports documenting changes and annual outcomes.
- Collaboration : Collaborate with clients, foster parents, and other service staff to provide and refer best practice services.
- File Maintenance : Maintain case files in compliance with all state and federal regulations.
- Other duties as assigned.
Work Environment
- Work will be performed primarily inside but will occur in youths' homes, places of employment, educational institutions, and other locations as needed, in addition to being performed in an office.
- Driving is required for this position.
Physical Demands
Work requires sitting and standing for long periods, walking moderate distances, driving, and occasionally assisting youth with physical activities such as carrying groceries or household supplies.
Skills, Knowledge, and Abilities
- Bilingual : Fluency in Spanish is preferred.

- Cultural Competency : Demonstrates cultural awareness and a willingness to learn from diverse cultures.
Education, Training, and Experience
- A Bachelor's degree in Social Work or a related field or equivalent experience.
- Experience with multicultural populations and the refugee community.
- Experience working directly with teenagers is preferred.
Background Screening Requirement
Must be able to pass a national BCI / FBI background check.
Licenses, Certifications, and Credentials
- SSW or CSW preferred.
- Current Utah driver's license, proof of auto insurance with minimum policy liability limits of $50,000 per person and $100,000 per incident, 21 years of age or older, a clean driving record, and ability to meet CCS vehicle safety requirements.
Position status and expected schedule
- This position is full-time (40 hours per week) and non-exempt.
- The general schedule will be worked Monday through Friday between 8 : 30 AM and 8 : 00 PM. Rotating weekend on-call schedule 3-4 times a year.
