Public Works currently has a vacancy for the position of Contracts and Procurement Manager (0931) within our Finance and Administration Division.

The Finance and Administration Division

The Finance and Administration Division of San Francisco Public Works serves as the backbone of the department with an administrative portfolio that provides budget, capital planning, analytics, performance management, contract administration and information technology support services.

Job Description

Through the City Administrative Code, Public Works is authorized to directly issue contracts for construction services, obtaining and managing over 100 construction and professional service contracts each year, totaling approximately $500 million.

Under general direction, you will manage the planning, administration, and policy-making for construction contractual services, professional services, grant agreements, technology procurement, and commodity procurement for Public Works.

You will lead teams and drive process improvements supporting construction, non-profit, professional, and maintenance services.

In this role, you will interact with all managerial levels within the City, including Engineers, Architects, and Tradespeople, as well as City agencies responsible for construction contracting practices, such as the Contract Monitoring Division and City Attorney.

Additionally, you will engage with third parties, including contractors, consulting firms, non-profit organizations, and other suppliers. .

Important and Essential duties :

  • Lead and manage the development and administration of contract procurement policies, procedures, programs, and information systems.
  • Represent the department in meetings with internal executive level management, Commissioners, elected officials, other City contract services and procurement leaders, Contractors, and other stakeholder groups.
  • Work collaboratively with architects, engineers, and related management staff on legislative changes to improve contracting performance and practice.
  • Serve as the contract subject matter expert and act as the primarily liaison to the City Attorney’s construction contracting legal team.
  • Lead and provide direction to staff in the administering of the solicitation, approval, and award of all contracting services for Public Works, including construction contracting and professional services supporting construction work such as non-profit contracts, governmental agreements, tech marketplace procurements, and commodity purchases.
  • Manage and direct staff in resolving complex bidding, contracting and procurement issues in collaboration with departmental managers, project managers, architects and engineers, Office of Contract Administration staff, Contract Monitoring Division staff and legal staff from the City Attorney’s Office.
  • Develop, implement and ensure appropriate trainings and communication on changes to Federal, State and local codes, policies, and procedures that affect the procurement of construction services as well as on all aspects of contracting and procurement to architects, engineers, tradespeople, other relevant staff and external stakeholders such as contractors and other service providers.
  • Perform outreach as needed to construction contractors, technical service providers, and commodity suppliers to ensure robust participation in the department’s bidding processes.
  • Support audit work related to contract solicitation, award, and administration by responding to requests and creating process and practice changes as needed.
  • Use key performance indicators to support the development and monitoring of the department’s goals and strategic plan as they relate to contracting and procurement and actively participate in the performance monitoring program known as Public Works Stat.

Qualifications

Minimum Qualifications

Education :

Possession of a Baccalaureate Degree from an accredited college or university.

Experience :

Five (5) years of professional experience working in construction contract administration at a complex organization of which three (3) years must include experience supervising professional staff performing related contract administrative duties.

Substitution :

Additional qualifying work experience may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester / 45 quarter units equals one year).

CONDITION OF EMPLOYMENT

Valid Driver’s License : Applicants must possess a valid Class C driver’s license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role.

Desirable Qualifications : The stated desirable qualifications may be used to identify candidates advancing to the interview process and / or to identify job finalists at the end of the selection process when referred for hiring.

  • Experience working in a large public sector organization that provides construction, maintenance, and cleaning services.
  • Experience with various types of construction contracts, such as design-bid-build, CM / GC, progressive GMP, and best-value contracting.
  • Experience overseeing contracts with non-profit agencies.
  • Experience developing requirements for and implementing procurement information management systems.
  • Experience with federal and state-funded procurement policies, practices, and requirements.
  • Experience with emergency contracts.

SELECTION PROCEDURE / EXAMINATION REQUIREMENTS

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following :

Minimum Qualification Supplemental Questionnaire (MQSQ)(Weight : Qualifying) :

Candidates may be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position.

The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight 100%) :

Candidates deemed qualified will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to : Problem Solving;

Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement.

This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination.

This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes;

therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments.

If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement.

However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery.

Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used.

Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Note : Candidates must achieve a passing score on the Management Test Battery exam in order to be ranked on the eligible list.

Eligible List / Score Report :

Once you pass the exam, you will be placed on an eligible list and given a score and a rank. The duration of the eligible list will be six (6) months and may be extended with the approval of the Human Resources Director.

Certification :

The certification rule for the eligible list resulting from this exam will be the Rule of the List .

Post-Eligible List :

Candidates will be invited to interview based on test scores and experience that most closely matches the responsibilities of the position determined from a review of the application materials.
