We have an exciting opportunity to join our team as a Senior Director of Contract Administration - Real Estate, Development & Facilities.

The mission of Real Estate Development and Facilities (RED+F) is to plan, develop, operate and maintain the facilities of NYU Langone Health and provide the foundation for its growth and success in the future.

RED+F provides strategic campus planning and project development services, including architectural studies, programming, design, construction and associated infrastructure and technological upgrades, for both new structures and renovations to existing structures on the NYU Langone Health campus.

RED+F also operates and manages all facilities, infrastructure and related support services across the enterprise.

RED+F is composed of the Real Estate, Housing, Planning & Project Development, Facilities Operations & Management, Design Studio, Finance & Administration, Campus Security, Environmental Services, Environmental Health & Safety, Radiation Safety, Clinical Engineering and Food and Nutrition divisions.

Overall role and primary responsibilities

Direct the activities of the Project Support Office, which provides procurement, contract administration, and process improvement in support of the RED+F capital program.

The PSO is responsible for :

Job Responsibilities :

Development and implementation of RED+F procurement policies and procedures and risk management matters affecting procurements.

Policies are designed to assure that contracts are cost-effective and awarded to responsible vendors and that management is appropriately informed of procurement rationales.

Development and implementation of contract administration procedures, including policies related to change order negotiation and documentation.

Define and promote understanding of contract administration responsibilities.

  • Development and implementation of appropriate controls to ensure compliance with procurement and contract administration policies
  • Coordination with Supply Chain Management regarding IT and operating contracts that they procure for RED+F to ensure effective collaboration between SCM and RED+F.
  • Assuring that standard contracts reflect desired scope of work and allocation of risk through regular reviews with stakeholders, , project managers, senior managers, counsel, and contractors / consultants.

Direct work of outside counsel regarding changes to / revamping of Master and On-call Agreements and other forms of contract.

  • Procurement planning : working with user groups, determine priorities for solicitation of contracts as well as for qualification and solicitation of additional vendors for on-going contracts.
  • Conducting or supporting user staff on individual procurements : PSO staff is responsible for procurement of On-call Agreements and may take the lead procuring complex services procurements.

Determine whether A / E Services Orders should be prepared by outside counsel or PSO staff. Support project managers on other procurements.

  • Developing templates and informational / instructional materials for all procurement-related matters, , award recommendation memos, non-competitive justification forms, change order background memos, with the aim of assuring that staff understand what information they must digest and present to senior management so they are properly informed of procurement matters they have to approve.
  • Reviewing procurement documentation prepared by staff to assure compliance with procurement policies.
  • Assisting staff in addressing contractor / consultant / vendor claims and disputes.
  • Managing the implementation of risk management-related policies and procedures, , assuring that contracts contain insurance provisions as required by NYU Risk Management;
  • developing policies and procedures related to risk management; communicating with and training staff in related responsibilities;

overseeing the work of the NYU Risk Manager assigned to RED+F; assuring that vendors have insurance in place before starting work.

Work with RED+F safety personnel to determine whether certain vendors may be used and under what conditions.

Leading work to enhance the procurement-related functionality of Unifier, the enterprise project management system. Lead implementation efforts for improved procurement-related functionality, , streamlining information presentation in Unifier records;

developing new functionality. This work involves analysis and enhancement of contracting processes and work with MCIT and RED+F stakeholders.

  • Leading or participating in initiatives to improve and enhance RED+F performance. Work involves cross-functional teams and may address any areas for which RED+F is responsible or has a role.
  • Developing and overseeing a system for evaluating contractor performance.
  • Developing training programs covering topics of general interest to RED+F project managers and other staff. Training addresses contracting processes, contract administration, and other more general topics.
  • Working with NYULH staff on procurement-related matters of common interest, , consultant travel policies, PO provisions.
  • Performs other duties as assigned.

Minimum Qualifications :

To qualify you must have :

15+ years of experience related to procurements in support of major capital projects or equivalent

Superior ability to write and edit a wide range of documentation and policies and procedures and to communicate orally

Experience supervising professionals required

JD or graduate degree in related field preferred

Must be able to multi-task and perform well under pressure.

Intellectual curiosity, a strong work ethic, and commitment to delivering a superior work product in line with the institutions mission and ethos are expected.

Must be a self-starter.
