  • Juris Doctor (JD) from an ABA-accredited law school
  • Active bar membership (any US jurisdiction)
  • U.S. citizens (dual U.S. citizens also eligible)
  • At least 18 years of age
  • Willing to move to the Washington, DC area
  • Able to complete security and medical evaluations
  • The Office of General Counsel (OGC) of the Central Intelligence Agency (CIA) provides legal advice and policy counsel to the Director of the CIA (DCIA) and other CIA officers on a variety of legal issues, to include intelligence and national security law;
  • procurement and acquisition law; employment and personnel law; government ethics; fiscal law; general administrative law;

privacy and civil liberties, and legislative affairs.

As an attorney, you will be responsible for :

  • Providing legal advice and policy counsel to CIA leadership on complex areas of law affecting the CIA’s duties and responsibilities under authorities including the National Security Act, the CIA Act, and Executive Orders.
  • Conducting legal research and analysis on sensitive matters.
  • Providing training on a variety of laws and policies affecting CIA personnel.
  • Maintaining productive working relationships with other Intelligence Community elements, federal agencies, congressional committees, and use these relationships to further the mission of the CIA.

As a Government Real Estate Attorney / Contracts Law Attorney you will be responsible for :

  • Building and site purchase negotiations and contract formation.
  • Lease acquisitions.
  • Lease administration issues.
  • Construction and development agreements.
  • License agreements.
  • Land transfers.
  • Title and survey reviews.
  • Government contracts formation issues (including detailed reviews of solicitation and evaluation documents for source selections).
  • Procurement integrity and organizational conflict of interest issues.
  • Service Contract Labor Standards and Davis-Bacon Act requirements.

  • Juris Doctor (JD) degree from an ABA-accredited law school
  • Active bar membership from any of the 50 states, District of Columbia, Puerto Rico, or the US Virgin Islands
  • A minimum of three (3) years of relevant experience within the US Government, in private practice, or as in-house counsel;

a strong preference for candidates with at least five (5) years of relevant experience.

Demonstrated ability to manage ambiguity by adapting to new demands or information, and handling situations with multiple variables and unknowns

All candidates are reviewed for the following competencies :

  • Legal analysis, reasoning and writing, including the ability to quickly integrate and synthesize facts andlaw to make legally sound decisions, including in compressed timeframes
  • Demonstrated expertise on complex legal matters
  • Interpersonal and communications skills
  • The ability to work both independently and as a team member in a demanding environment
  • Willingness to consider diverse perspectives and ability to navigate changing circumstances
  • Ability to effectively manage multiple work assignments and competing priorities concurrently
  • Ability to develop and maintain close and collaborative working relationships inside and outside the CIA

The following are also desired for Real Estate / Contracts Attorneys :

  • Demonstrated expertise on complex legal matters and strong negotiation and client counseling skills, in one or more of the following areas : building purchases, site acquisitions, lease acquisitions, construction and development agreements, land transfers, license agreements, title and survey reviews, the Economy Act, and federal appropriations law
  • Familiarity with guidance related to real estate matters, including : the Federal Management Regulation (FMR) and the General Services Administration Acquisition Manual (GSAM), the Federal Acquisition Regulation (FAR), the Uniform Policy on Real Property Acquisition Practices, and the Government Accountability Office’s Principles of Federal Appropriations Law
