JOB SUMMARY

Under general supervision, assists in performing financial accounting functions according to established procedures and regulations associated with municipality and fund accounting, performing related work as required, and assists in dynamic pricing evaluation of aviation goods for resell.

ESSENTIAL JOB FUNCTIONS :

  • Track market rates for fuel, real estate, vehicles, services, etc. in order to recommend adjustments to pricing as rates change.
  • Monthly budget reports and performs analysis as needed.
  • Ensure expenditures matches all invoices, purchase orders, and other source documents.
  • Maintain balance to budget documents, internal Excel files, and other software applications.
  • Accounting functions which include but are not limited to :
  • Analyzing accounts
  • Reviewing documentation related to purchase and acquisition of items to ensure compliance with established procedures and regulations.
  • Obtaining bids by telephone and providing advice to command staff on accounting-related projects as needed or directed.
  • Track capital project status, expenditures, etc. and produce reports as needed.
  • Assist in developing revenue and expenditure estimates and projections.
  • Assist in the production of capital budget adoption documents and reports.

OTHER JOB FUNCTIONS :

  • Coordinate with Treasury for credit card, banking, armored car issues as needed.
  • Maintain cash drawer balancing records according to retention schedules.
  • Special projects relating to budget management and carry out special projects for command staff utilizing a variety of analytical and statistical methodologies, such as :
  • Staff reports
  • Statistical summaries
  • Analyses
  • Coordinate with all areas of aviation for purchasing needs.
  • Initiate and track Purchase Orders, expenditures, and historical budget models.
  • Assist with the planning and administration of the department's annual budget and requisition process.
  • Monitor budget expense reports and account analysis for accuracy and compliance with approved department budget and prepare cost projections and monitor cost projection expenses as related to grant projects and keep management informed of progress and issues.
  • Ensure accurate and efficient record maintenance of budget, grant, CIP, inventory, purchasing, and other statistical data.

MINIMUM QUALIFICATIONS :

Knowledge, Skills and Abilities Required :

  • Knowledge of pricing goods for sale.
  • Knowledge of principles and practices of accounting and auditing, including GAAP, GASB, FASB, and governmental finance.
  • Knowledge of purchasing procedures.
  • Skill in using PC Software including current Microsoft Office Suite of applications.
  • Skill in communicating professionally with other city employees and the public by oral and written means.
  • Skill with organization and attention to detail.
  • Ability to maintain records and prepare financial reports.
  • Ability to monitor, record, and reconcile all fund and budgetary expenditures and revenues.
  • Ability to prepare and analyze statistical statements and reports.
  • Ability to operate office equipment including but not limited to a personal computer, telephone and calculator.
  • Ability to prepare statistical, financial, and forecast models.
  • Ability to handle multiple funding sources for multiple years.
  • Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.
  • Ability to work independently under general instructions.
  • Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.
  • Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.
  • Ability to prioritize deadlines and tasks.
  • Ability to learn new systems and procedures quickly.
  • Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.
  • Ability to understand mathematical calculations involving fractions, percentages, and decimals.
  • Ability to work within a set schedule.

Qualifying Education and Experience :

  • Bachelor’s degree in accounting, Finance or related field
  • Three (3) years of Financial related experience.

Preferred Education and Experience :

  • CPA or accounting related license.
  • Graduate degree with an emphasis in Accounting, Business Administration, or related field.
