Overview

Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Director in its Policy and Research Department to lead research and policy analysis related to prescription medicine coverage, reimbursement, and access.

The individual will report to the Vice President, Policy & Research overseeing the Research unit. This highly visible role requires extensive collaboration within the Policy & Research team, across PhRMA departments, and with member companies.

The Director will :

  • Manage a broad portfolio of internal and external research aimed at improving prescription medicine coverage, reimbursement, and access;
  • Provide technical expertise related to prescription medicine coverage and reimbursement across public and private insurance markets;
  • utilization, pricing, and spending trends; prescription drug benefit design; the pharmaceutical supply chain; and industry economics;
  • Monitor, review, and summarize peer-reviewed studies, grey literature, and government publications; develop and interpret quantitative analyses;
  • Develop talking points, backgrounders, and other educational materials to support federal advocacy efforts;
  • Assure rapid response to requests for information from member companies, PhRMA leadership, and colleagues, under tight timelines;
  • Review federal regulations and agency guidance; draft comment letters and responses to requests for information; and
  • Perform other duties as assigned.

Key success factors for this role include strong interpersonal skills and team focus paired with the ability to work independently and under short timelines.

The preferred candidate will have substantive knowledge of biopharmaceutical coverage and reimbursement policy, an understanding of biopharmaceutical market dynamics, familiarity with public and private health insurance programs, comfort analyzing economic and quantitative data, and demonstrated expertise designing, reviewing, and interpreting research to support public policy advocacy.

This individual must have exceptional writing and editing skills, and be focused, organized, responsive, and diplomatic.

The position will be variable and often fast-paced. Accordingly, the successful candidate must be self-directed, adaptable, able to seek and accept feedback, and willing to reprioritize and shift gears quickly.

Professional Experience / Requirements

  • Bachelor’s degree in economics, finance, statistics, epidemiology, public policy, public health or related field; Master’s degree strongly preferred;
  • 6+ years previous experience at a trade association, pharmaceutical company, commercial health plan, pharmacy benefit manager, government agency, consulting firm, or related industry environment;
  • Experience analyzing the impact of public policies on pharmaceutical markets;
  • Experience analyzing economic and quantitative data and distilling complex information for a non-technical audience;
  • Exceptional writing and editing skills and the ability to communicate clearly and persuasively on advocacy issues;
  • Strong verbal communication and presentation skills;
  • Previous experience managing staff or consultants;
  • Experience building consensus across organizations and functions; and
  • Ability to prioritize and manage multiple issues, projects, tasks, and requests simultaneously.

Preferred Experience

  • Understanding of the Department of Health and Human Services, Congress, and the federal health policy process; and
  • Understanding of the federal budget and Congressional Budget Office scoring.

Potential Salary

$110,500 -$151,900 per annum. Salary is commensurate with experience and other compensable factors.
