It takes us all working together.Nature of Work : The City of Rochester is seeking a dynamic and experienced Manager of Housing and Neighborhood Services to lead our efforts in overseeing rental housing inspections and code enforcement.
This role is crucial in fostering livable, vibrant neighborhoods while ensuring compliance with housing and zoning regulations.
The ideal candidate will be dedicated to creating a proactive enforcement program that not only addresses code violations but also enhances neighborhood quality and connects residents to valuable resources and opportunities.

Applications will be accepted until the position is filled.DUTIES AND RESPONSIBILITIES*Proactive Program Development : Design and implement a proactive code enforcement program aimed at improving and preserving neighborhoods, focusing on education and community engagement to foster compliance and cooperation.
Housing Inspections & Compliance : Oversee housing inspection processes to ensure compliance with local codes and regulations, developing strategies for timely responses to violations and addressing community concerns.
Coordinate code provisions in collaboration with the requirements of other City departments including Fire Prevention, Community Development, and Public Works.
Meet with building owners, property managers, tenants, neighbors, and contractors concerning correction orders issued by inspectors and revisions necessary for compliance to the applicable Code.
Prepare budget recommendations and monitor budget expenditures for assigned division. Perform field inspections as necessary.
Community Outreach & Education : Create and promote educational initiatives and strategies to inform residents about housing standards, resources, and support services to meet neighborhood needs and increase community engagement in neighborhoods.
Facilitate connections between residents and available resources, such as housing assistance programs, financial aid, and community development opportunities.
- Collaboration & Partnerships : Work closely with other City departments, neighborhood organizations, and community groups to assess housing needs, develop solutions, and enhance neighborhood engagement.
- Data Analysis & Reporting : Utilize data to assess inspection trends, track program effectiveness, and provide regular reports to City leadership and stakeholders.
- Team Leadership : Foster a collaborative leadership environment that promotes teamwork, innovation, and professional growth, while implementing effective coaching and performance management strategies to align with organizational goals and maintain a diverse workforce.
Oversee recruitment and employee relations, ensuring clear expectations for collaboration with other departments and actively addressing challenges to maintain a positive and productive team culture.
Perform other duties as assigned or necessary.ESSENTIAL FUNCTIONSMINIMUM QUALIFICATIONSEducation and ExperienceA Bachelor’s degree in public administration, business administration, construction management, planning or a related field from an accredited college or university with three (3) years of experience in community development or an increasingly responsible role involving professional work in neighborhood redevelopment, property maintenance or building inspection AND one (1) year of experience providing leadership and direction for both professional and support employees.
ORAn equivalent combination of education, experience, and professional certifications that would result in the knowledge and skills required to adequately perform the duties of the position as evaluated by the Director of Community Development.
Licenses / CertificationsValid driver's licenseCertification by the State of Minnesota as a Building Official, certification from a recognized agency in one or more fields of inspection, or ability to obtain within twelve (12) months of date of hire.
