Job Announcement : Healthcare Facilities Project Manager

Location : San Antonio, TX

Overview : GoldenWolf, LLC is seeking an experienced Healthcare Facilities Project Manager to support the Defense Health Agency (DHA) Facilities Operations Branch (FOB) in managing maintenance and repair facility projects Military Treatment Facilities (MTFs).

This role involves overseeing operational and maintenance business processes and ensuring the effective execution of facility management operations.

The SRM-PM Lead will report directly to the DHA FOB Chief, SRM Section.

Key Responsibilities :

1. Communication :

  • Maintain comprehensive communication with all Military Health System enterprise entities.
  • Engage stakeholders via phone, email, and in-person meetings.
  • Author a variety of documentation, including Notifications for Visit, Reports of Visit, executive summaries, training materials, and briefs.
  • Contribute to DHA publication reviews.
  • Establish interfaces with installation organizations such as the Department of Public Works and Base Civil Engineering.

2. Travel :

  • Perform extensive site visits to MTFs (up to 50% travel required).
  • Conduct full facility assessments and verify all DHA assets.
  • Prepare comprehensive requirement lists for assigned facilities and validate DMLSS Requirement packages.
  • Participate in scope and bid walks as required.

3. Funds Management :

  • Understand Sustainment, Restoration, and Modernization fund types and Budget Activity Groups (BAG).
  • Develop and manage annual MTF maintenance execution budgets.
  • Advise MTFs on local funding responsibilities and oversee utility submissions.
  • Execute Prior Year Funds Requests for O&M contracts.
  • Track MIPRs, FADs, and contract modifications.

4. Project Approval :

  • Participate in DHA requirement validation boards.
  • Facilitate the Urgent & Compelling (U / C) process and ensure expedited project approval.
  • Monitor the Enterprise Project List (EPL) and support facility and project managers.

5. Database Usage :

  • Utilize various databases to execute work supporting DHA policies and directives.
  • Navigate and exploit these databases effectively for SRM-PM success.

6. Contract Management :

  • Assist with pre-award scope and requirements reviews and take ownership post-award.
  • Work with contracting agencies and facility managers to enforce compliance and resolve conflicts.
  • Validate funds requests and ensure proper distribution throughout the contract period.

7. Organizational Collaboration :

  • Track and manage all project efforts at assigned MTFs.
  • Work with the DHA Project Management Team to monitor project status.
  • Secure necessary documentation and track Congressional approval requirements.

8. Director's Critical Information Requirements (DCIR) :

  • Serve as the DHA-FE point person for the DCIR lifecycle.
  • Provide detailed responses and create urgent or routine requirements to address issues.

9. Accreditation Support :

  • Provide recommendations to improve programs supporting TJC and AAAHC accreditation.
  • Facilitate Life Safety Drawing reviews and ensure compliance with preventive maintenance programs.

10. Site Level Support :

  • Develop standardized methodologies for MTFs to enter facility projects into DMLSS-FM.
  • Assist in developing a viable preventive maintenance program.
  • Report and support emergencies and urgent requirements per DHA policies.
  • Track the DMLSS database asset list and validate property types.

Requirements

Required Qualifications :

Minimum three (3) years of demonstrated experience managing medical facilities operations and maintenance strategies, with at least 12 months of experience in the past five (5) years.

Preferred Skills :

  • Bachelor's Degree.
  • Strong client-facing and internal communication skills.
  • Excellent written and verbal communication skills.
  • Strong organizational skills, attention to detail, and the ability to multitask.
  • Proficiency in Microsoft Office or other project management solutions.
  • Experience in healthcare facilities management.
  • Knowledge of NFPA codes and standards, OSHA requirements, Joint Commission Life Safety and Environment of Care standards, facility condition inspections, and corrective action planning.
