Job Description

The Financial Project Controls (FPC) group is responsible for the development, maintenance, and administration of project level financial controls of Tri-State's corporate departments as well as generation and transmission capital and O&M projects.

The primary responsibilities of an FPC Analyst include assisting the Capital and O&M Financial Project Controls Manager in the reporting and analysis of project financial data related to the initiation, development, implementation, and close-out of enterprise projects.

This position will be working closely with project and department managers and other key stakeholders to review project level budgets and forecasts, project financial data, and cash management to implement and execute FPC policies and programs while providing an elevated level of customer service.

Note : There is one position available, and this position will be filled at one of four job grade levels : Financial Project Controls Analyst I, job grade 7, Financial Project Controls Analyst II, job grade 8, Financial Project Controls Analyst III, job grade 9 or Senior Financial Project Controls Analyst, job grade 10.

This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

Hiring Salary Range : $110,000-$151,000

Hiring Salary Range : $100,000-$135,000

Hiring Salary Range : $86,000-$116,000

Hiring Salary Range : $78,000-$105,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education and / or skill level.

Responsibilities

  • Responsible for assisting the Capital and O&M Financial Project Controls Manger in the implementation of financial processes and procedures to promote accurate and accountable Capital and Operations and Maintenance (O&M) reporting at the project level.
  • Perform research and analysis to aid the overall goals of Tri-State by tracking project level budgets, forecasting project financial needs, monitoring and reporting project data, tracking project compliance to corporate and legal regulations, and conducting ad hoc data analysis on an as needed basis.
  • Represent the FPC team as a key liaison with project managers and key stakeholders in the development of proposed O&M and Capital project budgets and forecasts at a project level.
  • Analyze project performance data and help project managers to establish appropriate performance metrics and goals.
  • Assist with preparation and development of presentations and materials for clear and concise communication.
  • Assist in the preparation and review of financial and related documents including monthly financial reports, project health reports, project variance analysis, project key performance indicators and more.
  • Assist in developing and improving business processes within the department area.
  • Ensure compliance with applicable external regulatory agencies and requirements.
  • Assist the Controller group in preparation of various audit processes and compliance reports.
  • Actively fulfill Tri-State's mission to provide Member Systems with a reliable, affordable, and responsible supply of electricity in accordance with cooperative principles.
  • Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.

Qualifications

Education and Training :

BA / BS in Business, Finance, Accounting, or related area, or equivalent combination of education and / or experience.

Knowledge, Skills, and Ability :

  • Knowledge of PCs with a demonstrated proficiency in MS Excel, Word, PowerPoint, and Power BI.
  • Knowledge of automated systems and ability to assist in their development.
  • Ability to adapt and learn new tasks quickly as business needs dictate.
  • Knowledge of project accounting and administration best practices.
  • Ability to plan, organize, manage, and prioritize own work and work for others.
  • Excellent written and verbal communications, including correspondence, reports, and other business documents.
  • Knowledge of accounting systems, budget preparation, and procedures related to project cost monitoring and controls.
  • Demonstrated ability to develop and maintain collaborative, effective, and cohesive working relationships.
  • Ability / Aptitude to stay current with enterprise software.

Experience

Eight (8) or more years of experience in financial analysis and reporting, cost tracking, accounting, budgeting, project management or equivalent combination of experience and education.

Note : The above requirements describe the experience and education qualifications for the Senior Financial Project Controls Analyst.

Those with less experience will be hired at the I, II or III job grade level.

Knowledge, Skills, and Ability :

  • Experience building and using pivot tables and power query is preferred.
  • Knowledge of Oracle Cloud products, especially Project Portfolio Management (PPM) and Enterprise Performance Management (EPM) is desirable.
  • Knowledge of the Federal Energy Regulatory Commission (FERC) Uniform Standards of Accounting (USofA) and Generally Accepted Accounting Principles (GAAP) rules is preferred.
  • Experience and knowledge of electric and cooperative utility operations and accounting is preferred.
  • Working understanding of pivot tables and power query is preferred.
  • Understanding of various project management methodologies and financial controls is preferred.
  • Knowledge of accounting systems, budget preparation, and procedures as related to project cost monitoring and controls is preferred.
  • Knowledge and experience with project performance management software is desirable.
  • Experience with project performance management software, with an understanding of interactions with unifying project management software is desirable.
