Labor Services Representative (Local Veterans Employment Rep)/Trainee 1/2 - Hudson (NY HELPS)

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications :

Must have a bachelor's degree or higher, and must meet one of the following criteria for Veteran of the . Armed Forces :

Either 1. Served on active duty for over 180 days for purposes other than training and an honorable discharge or under conditions in the NYS Restoration of Honor Act;*

Or 2. Was discharged from active duty because of a service-connected disability;*

Or 3. Was a member of a reserve component in the . Armed Services under an order to active duty during a period of war or in a campaign or expedition for which a campaign badge is authorized and an honorable discharge or under conditions in the NYS Restoration of Honor Act;*

Or 4. Was discharged by reason of a sole survivorship discharge.*

A copy of your DD-214 (Member 4 or Service 2) and / or a NYS Restoration of Honor Act letter is required.

Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the .

Department of Education / . Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency.

It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination.

Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

70.1 Transfer Qualifications :

Candidates with one year permanent competitive, or 55 B / C service or the completion of a permanent traineeship in one of the following titles may qualify for transfer to Labor Services Representative (LVER), Grade 16 IF they also meet the veteran specific minimum qualifications below :

Labor Services Representative (and language parenthetic), SG 16

Jobs Program Specialist, SG 16

Supervising Labor Services Representative (and Spanish Language parenthetic), SG 20

All candidates must meet one of the following veteran specific minimum qualifications :

Candidates with one-year permanent competitive service as a Grade 11 or higher, who have a bachelor’s degree*, who have taken and passed the most recent examination for Labor Services Representative (LVER), Trainee 1, AND who meet the additional veteran specific minimum qualifications described above may qualify for transfer to Labor Services Representative (LVER) Trainee 1, NS eq. Grade 13.

Duties Description The Labor Service Representative (LVER) within the Division of Employment and Workforce Solutions will conduct outreach to businesses and engage in advocacy efforts with hiring executives to increase employment opportunities for veterans;

encourage the hiring of disabled veterans, and generally assist veterans to gain and retain employment.

The duties assigned to LVER staff members include but are not limited to promoting to businesses, business associations, and business groups the advantages of hiring veterans.

Advocating for all veterans served by the Career Centers and ensure easier access to appropriate employment and training services for job seeking veterans in their local market areas.
