Job Summary

Involves structuring, drafting, negotiating, and / or administrating contractual documents that establish business relationships with contractors, customers, and / or partners.

Collaborates with internal partners as well as legal staff to structure contracts. Professional contracting services are provided in compliance with all policies and procedures.

Analyzes contracts to ensure compliance with all applicable laws, rules, regulations, and policies. Advises management of contractual rights and obligations and provides interpretation of terms and conditions.

The Contract Officer is responsible for preparation, drafting, review, and negotiation of incoming and outgoing contracts, which includes training affiliations, professional clinical service agreements, medical directorships, clinical management services, core lab services, and other contracts considered highly complex, which may be assigned by the Director - Contract / Awards and the Principal Business Contracts Supervisor.

The Contract Officer will be the institutional representative throughout the life of the contract. During the contract negotiation, the Contract Officer will need to coordinate and get input from faculty, clinicians, and campus offices including Legal Affairs, Risk Management, Privacy, Dean's offices, and Department managers.

The Contract Officer will be responsible for interpreting internal guidance, negotiating inclusion of stakeholder requirements into contracts, and completing all assignments in a timely and professional manner.

It is anticipated that the Contract Officer will meet the requisite requirements to sign and approve specified contract agreements in accordance with UC policies and procedures within six (6) months of start date.

The Contract Officer works independently to assess complex contract transactions where analysis requires an in-depth evaluation of variable factors.

This position uses advanced contracts and grants concepts to manage high volume and high complexity transactions and may review and guide others in the review of financial and administrative management requirements of the contract to ensure compliance with institutional policies.

The Contract Officer may review and sign transactions for less experienced staff and may serve as a technical specialist in a particular area as needed by the department.

The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF.

For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $100,000 - $156,000 (Annual Rate).

Department Description

Government and Business Contracts is responsible for preparation, review, and negotiation of research and public service contracts, business contracts, and policy development.

Government and Business Contracts is also responsible for proposal development, compilation, and submission for research, public service, and other contract proposals.

Government and Business Contracts supports the UCSF mission by delivering pro-active, innovative solution-oriented contracting support to faculty, campus leadership, sponsoring agencies, affiliates, and customers.

Required Qualifications

  • Five (5) or more years of related work experience that demonstrates the necessary level of analytical, problem-solving, initiative, judgment, decision-making, organizational and communications skills.
  • Demonstrated experience negotiating contracts and the ability to demonstrate requisite knowledge of contracts to be assigned additional signature authority.
  • Maintains knowledge of and ability to interpret and apply sponsor, institutional, and departmental policies.
  • Knowledge of current compliance regulations in all areas of research administration.
  • Demonstrated leadership and resource management skills : ability to coach, mentor, develop others; provide feedback and distribute work.
  • Skill in analyzing information and objectives to define problems, identify relevant issues or concerns, formulating alternatives to affect resolution and selecting alternative problem resolutions having evaluated all implications for implementation of a given solution.
  • Proven ability to write reports, prepare presentations, and other documents that convey information and ideas to the reader.
  • Ability to demonstrate requisite knowledge of contracts and agreements to be assigned signature authority on behalf of UC Regents upon demonstration of proficiency to the satisfaction of the Principal Contracts Specialist Supervisor and Director and Assistant Director - Contracts / Awards.

Criteria includes ability to apply contract law and legal terms, as well as University of California policy to a variety of contract types, timely negotiation of agreements, development of effective working relationships with a variety of stakeholders and demonstrated ability to protect the University's interests.

  • Ability to provide high quality customer service. Maintain professional communication with faculty, campus administrators, and sponsor representatives.
  • Ability to be a team player. Works with OSR staff in identifying areas for improvement in office procedures and policies, and creating and implementing new methods.
  • Ability to support change management objectives including ability to learn and negotiate a variety of agreements.
  • Ability to work independently under heavy pressure and to know when to ask questions.
  • Ability to manage the responsibilities of signature authority; considers impact to University, sister campuses, faculty, students, and programs in making significant institutional commitments.
  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
  • Ability to use a variety of database applications and word processing and Microsoft Office software.
  • Ability to manage high volume and complex transactions.

Preferred Qualifications

  • Demonstrated knowledge of policy distinctions between contract mechanisms and have the ability to interpret the varying objectives and needs of internal and external stakeholders in order to advise on the appropriate mechanism for this support.
  • Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management, and financial reports.
  • General knowledge of University policies relating to academic personnel, the appropriate use of University facilities, sales and service activities, research regulatory compliance requirement, stewardship responsibilities, use of animal and human subjects, intellectual property, appropriate overhead rates, publication rights, etc.
  • Extensive knowledge of UC contracting policies.
  • Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
