This position will be responsible for all Sourcing and Supply Chain activity for a portion of the Acoustic Sensors and Weapons (ASW) sub-market segment within the Undersea Warfare (USW) market segment in RMS as well as day to day Subcontract Program Management responsibilities for the Probes and Targets Programs within ASW.

This position will be the Subcontract Program Manager (SPM) lead for the EMATT and Oceans Programs. This position includes being responsible for the performance of the subcontractors as well as being responsible for material procurement.

The programs supported include Department of Defense Contracts (DoD) as well as International Customers with US and foreign suppliers.

The position will manage the various geographically dispersed Supply Chain teams supporting the sub-market segment and will be responsible for the Sourcing scope in program execution and in program proposal activities.

This position will have approximately 6 direct reports, including Subcontract Program Managers and Subcontract Administrators.

This position reports to the ASW sub-market segment Sourcing lead and will ensure that all activity is reported as required to Sourcing and Program leadership and will support USW, RMS and Corporate Sourcing initiatives as necessary.

Basic Qualifications

  • Extensive experience in Subcontract Management and Material Procurement Management, including from RFP generation and Statement of Work creation through closeout
  • Subcontract Management experience with proven record of performance and leadership with focus on mission success
  • Strong complex subcontract experience, teamwork, proven leadership, and negotiation skill sets
  • Experienced with various types of contracts, including fixed price, cost reimbursable and time and material
  • Experience in material procurement intensive programs
  • Excellent understanding of Government and commercial procurement / subcontracting practices
  • Experience with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and Department of Defense Contracts (DoD)
  • Experience with the Truth in Negotiation Act (TINA)
  • Experience in developing and executing Business / Subcontract Management strategies
  • Well versed in Risk and Opportunity management
  • Demonstrated ability to proactively team with all levels of the organization / program
  • Possess excellent communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as program and executive management.
  • Have personally generated and presented Sourcing related status
  • Proven skills in building relationships with programs, subcontractor and functional stakeholders. Have shown ability to be effective at maintaining these relationships with key stakeholders through challenging issues and / or complex problems.
  • Demonstrated ability to lead diverse subcontract management teams made up of representatives from multiple disciplines
  • Proven flexibility to be able to multi-task and be able to support multiple complex initiatives at the same time
  • Experience with Microsoft Office applications
  • Demonstrated sense of urgency, Self-Starter
  • Excellent organization skills
  • Ability to interpret policies / procedures

Desired skills

  • Experience managing personnel and / or leading teams
  • Experience as Cost Account Manager (CAM)
  • Demonstrable experience managing programs and / or subcontractor performance from red to green status
  • Experience with International suppliers
  • Previous LM RMS experience
  • 10+ years of progressive SPM experience
  • Ability to travel as needed
  • Ability to work on-site at LM Syracuse (497 Electronics Parkway, Liverpool, NY) as needed (less than 50% of the time)

Ability to work remotely

Part-time Remote Telework : The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility.

The specific weekly schedule will be discussed during the hiring process.

Work Schedule Information

Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed.

These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

Pay Rate :

The annual base salary range for this position in Colorado or Washington is $118,100 - $226,400. Please note that the salary information is a general guideline only.

Washington state applicants only) Non-represented full time employees : accrue 10 hours per month of Paid Time Off (PTO);

receive 40 hours of Granted PTO annually for incidental absences; receive at least 90 hours for holidays. Represented full time employees accrue 6.

67 hours of PTO per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO is prorated based on hours worked and start date during the calendar year.

This position is incentive plan eligible.
