JOB DESCRIPTION :
The Navy Business Group currently has a career opportunity for a Training and Certification Policy Senior Training Analyst to provide training program analysis and action officer support to Commander, Carrier Strike Group Four (CSG-4) in Norfolk, VA.
Program Analysts have experience at the senior level including supervisory experience. Program Analysts review program-specific data, evaluate program plans / changes, and assist in the preparation of documents with various senior levels, civilian and military stakeholders.
They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required.
Program Analysts utilize time and GFE to accomplish their tasks successfully and promote program efficiencies. The following capabilities are typical of support tasks : equivalent of event planners, trainers, response cell, data collection, and assessment;
after action reporting, policy analysts, instructors (i.e. journeyman instructor), courseware and doctrine developers; and scenario developers, and event execution support staff.
They are subject matter experts in their fields of expertise.
The ideal candidate will be an experienced training program analyst and SME in certification of strike groups and independent deployers (ID).
He / she will have experience with the budgetary requirements and use of metrics to capture cost, readiness, and training performance.
In addition, he / she will have excellent public speaking, presentation, and time management skills, as well as at least eight (8) years of applicable experience in :
U.S. Navy fleet and / or Joint training operations, policy, doctrine, systems, and staff procedures, including an understanding of the Optimized Fleet Response Plan (OFRP), Fleet Response Training Plan (FRTP), Fleet Training Continuum (FTC) and other Navy training policies
Managing / prioritizing large, complex projects involving numerous stakeholders
Team and / or project leader
Leading working groups and cross functional teams
Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity / deliverables
Engaging Senior Staff at the Flag Officer / Director / Manager level in both written and oral format
Conducting fleet training analysis / assessment to identify gaps, training needs and solutions
Specific Functional Area duties include :
Coordinate responses to data calls from higher authority and incorporate new mission areas in the certification of Carrier Strike Groups (CSG), Amphibious Ready Groups (ARG), Marine Expeditionary Units (MEU), and Independent Deployers (ID) into the integrated training phase for the East Coast strike groups
Draft implementation plans and assist in development of strategic guidance to subordinate command leadership
Coordinate / integrate multiple complex and integrally linked integrated training phase programs with other services, coalition nations and other government agencies
Provide recommendations and advice on Fleet-wide training technology strategies that will benefit the training mission while supporting major command Fleet training process alignments
Develop and maintain effective metrics to capture cost, readiness, and training performance
Provide draft CSG4 input on Fleet-wide Navy training and readiness policy and procedural issues in coordination with USFF, CPF, TYCOMs, SYSCOMs, Joint Staff, and Numbered Fleet Commanders (NFC)
Assist in the development of training requirement documents
Qualifications
REQUIRED EDUCATION / EXPERIENCE / SKILLS :
U.S. citizen with Bachelor of Arts or Science degree and Top Secret clearance with SCI eligibility.
Active military duty experience including recent fleet and Joint training experience, as well as operational experience at a major command / staff at the mid- or senior-grade officer level.
Minimum three (3) years of experience at the Echelon III or higher-level staff or equivalent
Minimum of two (2) years of experience in Carrier Strike Group and / or Amphibious Ready Group training and operations
9 years of general training program analyst and Functional Area experience (12 years in lieu of degree will be considered) : see detailed tasks above.
Superior knowledge of analytical methodology, assessments, and program evaluation with commensurate expertise in preparing project papers, senior management level briefings / presentations and executive correspondence.
Must possess proven written and verbal communication skills at the junior management and senior executive level and be able to act independently.
Experience in use of MS Office (e.g., Word, Excel, and PowerPoint) products.
DESIRED EDUCATION / EXPERIENCE / SKILLS :
Comprehensive understanding of all phases of the OFRP / FRTP.
Familiarity with the OFRP, FRTP and Fleet Training policy documents, including the Fleet Training Continuum (FTC).
Understanding of the Fleet training Command and Control (C2) structure.
