GENERAL DESCRIPTION
Performs highly complex (senior-level) contract management work for the Child Support’s Technology Contracts Management Division.
Work involves meeting with business areas and technology vendors; documenting business area needs; participating in contract planning and contract formation, including assessment of performance standards and monitoring plans;
and monitoring vendor performance to determine compliance with contract terms and conditions, laws and regulations.

ESSENTIAL POSITION FUNCTIONS
Monitors contract performance by examining billings, fiscal data, and performance data for compliance with terms of contract and policies
Reviews and approves vendor services, deliverables, and invoicing
Evaluates expenditure and / or performance data to ensure appropriate use of funds and continuous improvement of business processes
Assists in tracking, budgeting and forecasting for IT related contracts
Investigates and documents contract compliance issues, complaints, or discrepancies
Provides guidance to both internal and external stakeholders regarding contract administration, policies, and procedures
Works with program staff in determining trends and resolving problems; recommends activities to produce a more effective program
Updates data and information related to Contracts in the division's database or other electronic files
Performs related work as assigned
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in compliance with agreed-upon work schedule
Ensures security and confidentiality of sensitive and / or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity
Qualifications
MINIMUM QUALIFICATIONS
Education : Graduation from high school or equivalent
Education : Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis : business administration, Child Support Program, contract management, information technology, government or legal
Experience : Four years of full-time experience working in the following (or closely related) fields : business administration, Child Support Program, contract management, information technology, government or legal
Knowledge of office practices and administrative procedures
Knowledge of organizational behavior, including assuming and sharing responsibility
Skill in effective oral and written communication and the presentation of data
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Skill in effective oral and written communication
Skill in exercising sound judgment and effective decision making
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment

Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.
g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.
Ability to travel (including overnight travel) up to 5%
PREFERRED QUALIFICATIONS
Two years of experience with financial operations or a related field
One year of Child Support experience
Knowledge of State Government operations
Ability to earn Certified Texas Contract Manager (CTCM)
