Healthcare Staffing Professionals has an immediate need for Senior Program Analyst. The Transformation Services Unit in the new Disease Control Informatics Branch is seeking a Senior Program Analyst.
Under supervision, the analyst will act as a key role in support of our central disease surveillance and data systems to develop and update standard contracts with vendors, lead contract / vendor management activities, develop statements of work, prepare and maintain complex budgets, prepare documentation for procurement activities and processes, design and implement business processes improvements, participate in grant management, and / or other duties as assigned.
Incumbents apply knowledge of user engagement and evaluation for problem identification and resolution in support of a information technology project.
The right candidates possess excellent oral and written communication skills and attention to detail to develop complex vendor contract, procurement, and grant management documentation
The position will start immediately upon acceptance and employment clearance and is initially funded through 6 / 30 / 25 with strong chance of extension.

Job Duties :
- Develops contract solicitation documents such as requests for proposals (RFPs), requests for quotes (RFQs), requests for information (RFIs), statements of work (SOWs) etc.
- Monitors vendor performance to ensure contract deliverables meet requirements, resolves problems, prepares reports, and reviews / approves vendor payments.
- Prepare and monitor complex budget documentation.
- Coordinates and works with vendors to develop and implement solutions to specific problems or to meet specific objectives.
- Coordinates the research of commercial software to identify products that might meet departmental requirements; analyzes and documents products' ability to meet user, functional, and technical requirements.
- Coordinates the monitoring of contractor compliance.
- Lead the development of requests for information (RFIs), requests for proposals (RFPs), requests for quotes (RFQs), statements of works (SOWs), etc.
and in the evaluation of proposals.
May coordinate the preparation of hardware and software specifications for procurement.
Document process flows and standardizes existing and future process flow improvements by conducting data collection and meetings with the subject matter experts to gain full understanding of system usability.
May assist in grant monitoring and budgeting activities
Requirements :
A bachelor's degree from an accredited college or university in either public health
administration, epidemiology, public health statistics, public health microbiology or
communicable disease control -AND- five (5) years of experience in the analysis of mental health or public health programs.
A master's degree from an accredited college or university in either public health administration, epidemiology, public health statistics, public health microbiology or communicable disease control may be substituted for one year of the required experience.
A valid Class C California Drivers License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
