Sioux City Community School District - Human Resources Director

Position is responsible for personnel related functions for the District including contract negotiation and interpretation, employee record retention procedures and processes, employee relations, recruiting and selection, and employee discipline and discharge.

Responsibilities also include oversight of the District’s safety program and workers’ compensation. Position will be a key advisor to the Superintendent.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Responsible for the effective administration of all bargaining unit agreements and all employee policies and work rules.

Assists with the negotiation of all union contracts through direction from the Board and Superintendent. Provides guidance to the Board and the Superintendent on employee-related policies.

Will be responsible for employee relation activities including discipline and discharge, coaching, and performance management.

Will be called upon to advise the Board and the Superintendent on employee-related matters.

Responsible for the effective recruitment and selection of applicants to fill District vacancies. Develops and communicates procedures that reflect the highest standards of due diligence, applicant tracking, background screening, and interviewing techniques to ensure the District is hiring highly qualified individuals for all open positions.

Responsible for ensuring that all governmental requirements are met with regard to hiring and selection of employees.

  • Guides the maintenance of personnel records for all employees including all required certifications, letters of employment or certified contracts, evaluations, performance-related documents, policy signoff and all other records required for school District employees by either Iowa Code or District policy.
  • Provides mediation and conflict resolution strategies to building and department leadership in resolving difficult employee issues.

May be involved in facilitation of conflict resolution strategies and determining a proper course of action to eliminate workplace conflict.

Responsible for the direct oversight of the District’s workers’ compensation program. Includes development and oversight of cost reduction and injury prevention programs and the investigation of employee injuries.

Responsible for the District’s employee safety program and chairs the District’s safety committee.

Responsible for promoting the District through positive public relations. May be called upon to present information to the media, the Board, and the general public.

EDUCATION and / or EXPERIENCE

Bachelors Degree required with Masters Degree in Human Resources preferred or significant experience in human resources management.

Three to five years experience required in Human Resources leadership may be combined with experience in education administration.

Employee is expected to demonstrate continued professional growth and remain current on all facets of human resources best practices and governmental laws and requirements.

COMMUNICATION SKILLS

Strong written and verbal communication skills are critical to the success of this position. Must possess the ability to communicate effectively with a variety of individuals and groups from diverse backgrounds.

Communication will include individual to large group presentations as well as Board and media presentations. Communication of decisions, contract interpretation, change initiatives and discipline issues are all examples where effective communication (written and verbal) is critical.

Dual language skills are not required but are preferred. Effective listening and questioning skills are critical to mediating conflict, negotiating contracts and investigating employee complaints.

Must be able to interpret observable behavior as well as what is being said in order to reach a conclusion.

ANALYTICAL and REASONING SKILLS

Individual must be able to apply principles of complex thinking to a wide range of problems and issues that may have limited historical precedent and determine solutions where none are apparent.

Individual must possess strong conflict resolution skills. Often is called upon to assist in finding a resolution to conflict between multiple staff members.

Must possess the ability to readily sort through information that may be contradictory, determine what information is relevant or factual and lead the parties to finding an appropriate resolution.

TECHNOLOGY SKILLS

Must have strong technology skills and be able to develop and maintain spreadsheets, databases and reports. Strong knowledge and eagerness to learn new concepts and skills in Excel, Microsoft Word and database systems required.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Employee will be required to perform basic physical demands of a normal office position including sitting, standing, some minor lifting, and phone and computer usage.

This job is performed in a generally hazard-free environment.

OTHER DUTIES AS ASSIGNED

Will perform other duties as may be assigned by the superintendent or designee, necessary and appropriate to achievement of the program and / or District goals and objectives.
