Aeyon is seeking a candidate with experience in Financial Management (FM) and execution. The FM Analyst supports the execution and status / metric reporting of Financial Management (FM) operations for Special Operations Command Pacific (SOCPAC).

This candidate will support budget execution, cost accounting, OMB A-123, and financial statement audit initiatives. They will also formulate, evaluate, interpret, and apply proposed and published FM and logistics policies, procedures, and systems.

They will support Fiscal Year (FY) closeout activities, including funds execution, reconciliation, and validation in Navy ERP.

The ideal candidate will develop and deliver FM briefings, training, assistance, and internal control assessments. Strong written and verbal communication skills, attention to detail, and organizational skills, including optimal time management, and ability to handle multiple tasks / projects.

Ability to critically examine, evaluate, and problem solve. Ability to adapt to rapidly changing and time-constrained environment.

Duties and expectations include, but are not limited to, the following :

  • Prepare, review, monitor and manage funding documents.
  • Enter financial data into the accounting system (Navy Enterprise Resource Planning) and / or Defense Agencies Initiative (DAI).
  • Identify and document all abnormal conditions that exist within SOCPAC appropriations using existing administrative, financial, and logistical systems.
  • Identifying financial statement deficiencies and perform root causes to develop detailed recommendations for the client.
  • Perform data analysis, data reconciliations, and assist with financial statement analysis.
  • Retrieve Status of Funds (SOF) Reports from the accounting systems to reconcile accounting logs and submit written monthly financial status report to the government lead.
  • Conduct financial analysis and financial risk analysis to identify, evaluate financial risks, and recommend techniques to mitigate risk exposure.
  • Identify and verify that posted Accounts Payable transactions conform to the management requirements for proper financial management oversight as prescribed in Volume 4, Chapter 9 of the DOD FMR.
  • Retrieve Key Performance Indicator (KPI) reports via the accounting system, analyze the data output, and contact activity for verification to prepare and process the recouping of unobligated, unliquidated funds and financial data discrepancies in accordance with the Department of Defense Financial Management Regulation (FMR).
  • Track, verify, and reconcile that all required funding transaction types (commitments, obligations, expense (receipt and acceptance), liquidations as well as reversals of these transactions have posted to the accounting system when financial status is received from the performing activities.
  • Review and submit analysis of the command's Dormant Account Review Quarterly (DARQ) submission in accordance with the timelines and applicable USSOCOM / USPACOM guidance and the DoD Financial Management Regulations (FMR) Volume 3, Chapter 8.
  • Obtain, maintain, and file all required documentation within the SOCPAC document repository to support de-obligations, adjustments or corrections identified during previous reviews and to ensure files are audit ready.
  • CONUS and OCONUS travel may be required.

Experience Requirements :

Mandatory :

Minimum 3-5+ years of experience in military financial management.

Combined experience must include working knowledge of at least 7 of the following systems : Standard Accounting and Budget Reporting System (SABRS), Navy ERP, SABRS Management Analytical Retrieval Tools (SMARTS), Wide Area Workflow (WAWF), Defense Travel System (DTS), Electronic Document Access (EDA), ADVANA, SYNCADA, One Touch, One Pay, DAI, DCAS, DCBS, CHOOSE and CFMS.

Preferred : Experience with Navy ERP, Microsoft Office, and Adobe Suite.

Mandatory : Bachelor’s degree in finance / accounting / business administration,

Waiverable / Substitutable : Yes, four years of equivalent work experience (military finance preferred)
