Job Description

PURPOSE OF POSITION :

The Kings County Hospital campus encompasses 28 buildings on 44 acres of land. This position oversees the construction projects on this large campus, ensuring the timely and cost-efficient completion of these projects.

Reporting to the COO, the AD of Design and Construction works with key internal stakeholders on the development and implementation of the projects including design, funding, construction and regulatory inspection.

The AD manages a team of project construction consultants with individual portfolios of construction projects across the campus.

AREAS OF RESPONSIBILITIES

  • Oversees all construction projects, ensuring timely completion within budget.
  • Works closely with internal "clients" to develop the optimal construction solutions to the clients' needs.
  • Acts as primary liaison to DOH, DOB, FDNY and other regulatory agencies on issues related to new construction and project management.
  • Maintains close relationship with NYC Health and Hospitals Office of Facilities Development, coordinating all aspects of project management.
  • Engages external contractors and oversees their work to ensure timely deliverables, highest quality outcomes and cost efficiency.

SUMMARY OF DUTIES AND RESPONSIBILITIES

1. Supervise staff of project management consultants. Perform all HR duties including hiring, annual evaluations, corrective and disciplinary action.

2. Working with Central Office OFD, develop Request for Proposals for design and construction of projects.

3. Oversee RFP process, including vetting of vendors and compliance with all regulatory requirements.

4. Produce design documents for new construction projects, hiring design consultants and overseeing the work of design consultants.

5. Assign construction projects to Project Management staff, and oversee construction projects, ensuring timely and cost-effective completion.

6. Ensures compliance with all infection control regulations during the course of construction.

7. Work with Finance staff to provide all documentation required for capital funding approval by OFD, 0MB and Comptrollers Office.

This includes CP Package, Work Orders and Purchase Orders.

8. Work with Strategic Planning office to complete Certificate of Need applications to DOH.

9. Works directly with a variety of internal stakeholders, including physicians, nurses and regulatory staff to plan, develop and execute projects.

10. Works with DOB and FDNY to resolve all violations of building code.

Minimum Qualifications

1. Master’s degree from an accredited college or university in disciplines, as described in #1 of Level I above;

and four (4) years of progressively responsible experience in administration, management and execution of

clinical projects and programs of various complexities, in a health care setting or for health care programs,

one (1) year of which must have been directly managing multiple concurrent clinical projects and programs

in those areas; or

2. Baccalaureate degree from an accredited college or university in disciplines, as described in #1 of Level I

above; and six (6) years of progressively responsible experience, three (3) years of which must have been,

as described in #2 of Level II above; or

3. Completion of education leading to a degree in nursing, medicine or a related clinical area can be

substituted on a one-to-one basis for experience as described in #1 above. However, all candidates must

have at least three years’ experience managing concurrent clinical projects / programs and / or clinical

research experience; or

4. A satisfactory equivalent combination of training, education, and experience.
