Manager Fire Safety Compliance (618064)

The Philadelphia Housing Authority, America's fourth largest public housing authority and leader in real estate development and property management, is seeking a Manager Fire Safety Compliance.

Reporting to the Director of Maintenance, the Manager Fire Safety Compliance manages the Fire Safety Program for Philadelphia Housing Authority (PHA) and Philadelphia Asset and Property Management Corporation (PAPMC) properties, through supervision of the fire safety crew and management of contractors related to the maintenance and installation of all fire safety equipment.

The incumbent is responsible for ensuring compliance with all fire and life safety codes, and that staff are appropriately trained, and relevant information is disseminated in a timely fashion.

Significant independent action and judgment are required subject to PHA wide policies.

Performs other related duties.

Salary Range : $72,000 - $77,135 annually

Education, Training and Experience Guidelines :

High School Diploma or Equivalent required or any equivalent combination of acceptable training and experience.

Three (3) Years of related experience, such as a firefighter with on-the-job-training

in inspections or investigations or as a fire safety technician.

Bachelor’s degree in Fire Science, Engineering or Chemistry is preferred.

License and Certifications Requirements :

Possession of a valid Pennsylvania driver’s license prior to and during tenure of employment in this position.

Life Safety Code certification preferred or must be willing to acquire within 1 month of hire.

Physical Demands and Working Environment :

Ability to physically perform duties that require concentrated mental and visual attention along with coordination manual dexterity approximately 66% or more of the workday with regular exposure to elements such as but not limited to smoke, fumes, dust, heat, cold and unfavorable weather conditions.

Performs frequent physical activities such as stooping, bending, squatting, kneeling, climbing, crouching, reaching above shoulder level, standing, walking, pushing, pulling and grasping.

Frequently lifts objects weighing up to 50lbs.

Essential Functions :

Ensure all PHA facilities are certified in compliance with fire and life safety codes.

Directs the work of subordinate staff and evaluates performance in accordance with the Authority’s performance management processes.

Manages the work performed by vendors / contractors, including determining work to be completed, scheduling the work, coordinating access as needed, and inspecting work upon completion.

Administers contracts related to the maintenance and installation of fire extinguishers, fire detection devices, sprinkler systems, halon systems and hood extinguishing systems, and monitors status of each certification due dates.

Processes payment requisitions when contractor services are utilized.

In accordance with federal and Authority procurement rules and regulations, prepares scopes of work in order to solicit appropriate vendors for fire safety needs and evaluates proposals as warranted.

Reviews new construction and renovation project building plans to ensure compliance with safety codes and state laws and inspects buildings upon completion of work.

Works closely with Risk Management Department for all fire safety related issues, including administering fire drill exercises.

Writes and / or revises fire and life safety policies and procedures in accordance with applicable codes and industry best practices.

Acts as liaison with the Fire Department's office and confers with local officials concerning fire safety issues.

Ensures fire safety systems (i.e. sprinkler systems, notification systems, etc.) are reset and in working order after a fire and determines the appropriate follow-up safety measures (e.g. fire watch).

Coordinates the testing of fire safety systems with the contractor and the Philadelphia Fire Department and / or appropriate agency.

Provides training in fire prevention and safety to both employees and residents.

Submits annual fire safety budget.

Keeps abreast of fire related laws, codes, policies, etc.

Tracks fire and life safety codes deficiencies, and ensures they are corrected.

Write reports to keep management abreast of any relevant fire or related issues.

Performs related work as required.

Demonstrates readiness to respond to emergency needs on a 24-hour, 7-day basis.

Required Skill in :

  • Ability to read applicable codes and regulations and determine applicability to specific buildings and scenarios.
  • Knowledge of applicable federal, state, and local fire and life safety codes.
  • Knowledge of the principles and procedures of fire safety.
  • Knowledge of fire prevention and suppression equipment.
  • Ability to manage staff and vendors effectively.
  • Effective verbal and written communication skills
  • Ability to use Microsoft Office suite and other specialized software to produce comprehensive documents and reports.
