The City of La Habra is seeking a Senior Engineering Aide to support Public Works and Engineering projects and programs in the Engineering Division.

ABOUT THE DIVISION :

The Engineering Division is comprised of the following three Sections : Engineering, Traffic and the National Pollutant Discharge Elimination System (NPDES) Program.

The division is responsible for the design, construction and / or reconstruction, construction management and inspection of water facilities, sewer lines, storm drain improvements, streets, alleys, traffic signals, traffic striping, park projects, civic buildings and median island improvements;

in addition to the maintenance of traffic signals, traffic calming devices, traffic signs and traffic striping. The division also manages the current NPDES stormwater permit Program from the State of California.

ABOUT THE POSITION :

  • Under general supervision, the Senior Engineering Aide participates in a variety of civil engineering work, both in the field and in the office;
  • reviews all permits involving public works; meets with the public and interprets policies, programs, and procedures involving engineering and public works projects and related assignments;
  • performs routine drafting, estimating, and computations; performs skilled field survey work; gathers data for engineering studies and reports;

manages a variety of small-scale capital improvement projects; researches record plans; and performs related work as required.

Duties may include, but are not limited to the following :

  • Reviews and analyzes bid documents, construction submittals; processes construction change orders and assists in construction inspections.
  • Prepares contract specifications and plans for public works projects, assist in the bidding process, prepares agenda reports, as assigned.
  • Reviews and approves engineering calculations and survey calculations involved with private development proposals; manages the encroachment permit process governing all uses within the public right-of-way.
  • Reviews public and private development submittals for compliance with State and Local regulations and specifications; coordinates the private development process with the Development Review Committee.

Prepares conditions of approval for private development projects.

Coordinates with the National Pollutant Discharge Elimination System (NPDES) Program requirements related to private development and public works projects.

Coordinates with the City’s consultant to ensure compliance with all applicable regulatory requirements associated with the City’s Municipal Separate Storm Sewer System (MS4) NPDES Program, investigates complaints and performs field visits for construction inspections and illicit connections or discharges, and educating the City Departments on storm water environment compliance issues.

  • Verifies, maintains records, files and prepares comprehensive technical reports related to assignments.
  • Coordinates work with other divisions, departments, outside agencies, consultants, utility companies, and private entities.
  • Prepares, researches, and updates detail drawings, reviews Parcel Maps, Tract Maps, and various maps involving private development, public infrastructure, and improvements using computer-aided design and drafting software and may develop procedures for the use of engineering computer applications.
  • Investigates and responds to public service requests, inquiries and complaints related to City infrastructure and traffic problems;

assists customers at the permit counter as needed. Assists in calculating plan check and development fees; sends out and monitors status of proposal and plan check review packages.

  • Responds to inquiries and provides mapping and engineering information to developers, contractors, utility companies, the general public and City Staff as well as other public entities in cooperatively funded or joint projects and / or programs.
  • Performs designs of streets, storm drain, sewers and water lines.
  • Reviews and issues public works encroachment permit as well as excavation permits for street, storm drain, water and sewer construction.
  • Reviews and issues permits for oversized and overweight loads.
  • Researches building permit requests and determines whether encroachments will occur on public right of-way and / or easements and prepares project conditions of approval for private developments.
  • Interprets and conveys City Standards and policies to the public.
  • Writes and interprets legal descriptions, makes algebraic and trigonometric computations.
  • Plan checks Parcel Maps and Tract Maps, deeds and legal descriptions as to conformance with the Subdivision Map Act and City requirements.
  • Performs inspections of streets, curbs, sidewalks, storm drain, sewer and water for public works projects and private developments.
  • Prepares Zoning and Annexation Maps.
  • Revises and updates City Maps.
  • Updates traffic signs and restrictive curb inventory database.
  • Performs additional related duties as required.

QUALIFYING KNOWLEDGE, SKILLS, AND ABILITIES :

Knowledge of :

  • Theory and principles of municipal civil engineering design and public works construction practices.
  • National Pollution Discharge Elimination System (NPDES) Program requirements, Federal, State, and Local regulations and enforcement standards.
  • Principles and practices of hydrology and hydraulics.
  • The City’s Municipal Separate Storm Sewer System (MS4) Program.
  • Construction materials, standard practices, engineering cost calculation techniques.
  • Traffic control and planning procedures; and surveying methods.
  • Customer service techniques.
  • Computer-aided design and drafting principles and techniques; and engineering computer applications.
  • City regulations governing various permits and dedication of public improvements.
  • Appropriate safety procedures and precautions.

Ability to :

  • Perform professional design, drafting and mapping with skill, using GIS / CAD and other automation systems as appropriate when preparing engineering plans.
  • Prepare project specifications, plans, and reports.
  • Prepare engineering calculations and cost estimates related to public works and capital improvement projects; and prepare and evaluate engineering data.
  • Conduct and use surveying equipment.
  • Perform technical research and solve engineering problems.
  • Interpret private development plans, understand the scope of work, search for any conflicting easements and prepare conditions of approval for the project.
  • Organize and prioritize tasks to meet deadlines.
  • Operate computer equipment, use computer-aided design, mapping, spreadsheet and word processing programs, read, and understand technical reports, maps, plans, drawings and specifications.
  • Maintain accurate records.
  • Communicate effectively, both orally, in writing; understand, and carry out oral and written directions.
  • Establish and maintain effective working relationships with employees, management, utility representatives, contractors, architects, developers, outside agencies, and the public.

EDUCATION / TRAINING / EXPERIENCE :

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying.

A typical way to obtain the required qualifications would be :

Two years of college level courses in civil engineering or a related field or three years of related civil engineering experience.

A bachelor’s degree from an accredited college or university with major course work in engineering is desired.

LICENSES / CERTIFICATES / SPECIAL REQUIREMENTS :

Valid Class C California driver's license, acceptable driving record, and evidence of insurance is required.

Mental Demands

  • While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills;

Work Environment

The employee typically works in both office and field settings. Within the office, the noise level is frequently quiet or moderately quiet.

In the field, the employee is occasionally exposed to loud construction machinery noise at job sites. Occasional driving is required to perform field inspections of land use development, construction sites, and public facilities and the employee is subject to variable traffic and variable weather conditions.

SPECIAL CONDITIONS :
