SUMMARY DESCRIPTION
Under general supervision, supervises project coordinator building inspection staff; provides direction to staff on the more difficult and complex inspection, code interpretation and enforcement problems, scheduling, inspecting District facilities to insure compliance with plans and specifications, quality of materials, proper construction practices and related requirements.
Performs related work as required.
EXEMPLARY DUTIES / RESPONSIBILITIES
- The following is used as a partial description and is not restrictive as to duties required.) Supervise assigned support and inspection staff including;
- assist in staff selection; provide staff training in proper work methods and techniques; assign and review work; conduct performance evaluations;
implement discipline and conflict resolution procedures as necessary.
Provide direction to PCI staff with the more difficult projects. Review inspection reports for completeness and adherence to policy.
Evaluate new materials and equipment test data to determine compliance with existing building codes and District standards.
Conduct the more complex inspections of buildings, mobile classrooms and other projects in process of construction, alteration, demolition or repair.
Detect deviations from plans, regulations and standard construction practices. Provide advice and consultation on standard construction methods and requirements.
Make arithmetic calculations.
Perform project constructability review including documents and schedules.
Prepare reports and maintain records. Interpret and apply building plans, building codes, specifications, regulations, policies and procedures.
Answer questions and concerns from contractors and the public related to projects and work in progress.
Read, interpret and approve blueprints to ensure that District standards are followed. Coordinate correction of construction deficiencies and Warranty.
Oversee and approve quality assurance or third party special inspections and reports for projects.
Assists in the management of the Department by making budget recommendations, setting performance measures and planning and implement goals and objectives.
Ensure that assigned staff performs assignments in a safe and prudent manner that does not expose them or others to unnecessary harm or risk on-the-job injury.
- Performs liaison functions with District administration, school principals, contractors and the general public; estimates time, labor, and construction costs needed for project;
- keeps inspection records and prepares reports for use by District administration; records changes on "as-built" drawings;
and inspects contractor for proper licensing.
EMPLOYMENT STANDARDS
Education / Experience : Any combination equivalent to education and experience that would provide the required knowledge and skills is qualifying.
A typical way to obtain the knowledge and skills would be :
- Three years of building inspection and code experience; OR an equivalent combination of training and experience.
- Knowledge of : Modern building construction methods, materials, tools, and equipment used in various building trades. safety and hazards precautions;
- architectural planning and design; stages of construction when possible violations and defects may be easily observed and corrected;
Federal, State and local building, mechanical, electrical, Fire, ADAAA, and other applicable building codes; and contract administration.
Departmental / division policies and procedures. Computer software specific to the department / division. District personnel policies such as substance abuse and other intervention programs, sexual harassment, progressive discipline, equal employment opportunity, affirmative action and reasonable accommodation for disabled works.
Building construction practices, materials and methods. Federal, state and local building and safety regulations. Principles and practices of building inspection and code enforcement.
Principles of management and supervision. Occupational hazards and standard safety practices necessary in area of responsibility.
- Skill at : Reviewing architectural designs for compliance with law and guidelines; analyzing blueprints; estimating costs and coordinating construction activities;
- determining the priority of change orders; recommending alternatives and appropriate courses of action; interpreting and working from technical drawings and blueprints;
- determining poor workmanship, inferior materials and hazards of fire or collapse; working independently; understanding and carrying out oral and written instructions;
- making estimates of time, materials and labor costs and projecting schedules; developing and implementing preventative maintenance programs;
preparing and maintaining administrative and operational records and reports; Provide supervision, coordination and training for other staff.
Communicate effectively both orally and in writing. Maintain effective working relationships with builders, contractors, division staff, representatives of other departments and the general public.
Licenses / Certificates : Possession of a valid Nevada State Operator's license with a driving record acceptable to the District.
Preferred; International Code Council (ICC) certifications or recognized equivalent certifications. Building Plans Examiner
Physical Demands : Operating vehicles in heavy traffic situations; using appropriate judgment in meeting unforeseen or bad weather conditions;
lifting and carrying heavy or large objects up to pounds and 50 pounds over head; Ability to access all areas of existing buildings including roof, attic, crawlspace, etc.
Ability to access all areas of new building construction throughout duration of a project. Ability to work in excessive heat, cold, wet, and windy weather.
Work Environment : The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as new and remodel construction sites use of safe work practices including use of all equipment, avoidance of trips and falls, observance of fire, health, and safety regulations.
