The Department of Information Technology (DoIT) Enterprise Project Management Office (EPMO) is responsible for IT Oversight and Compliance for State of New Mexico agencies.
The EPMO to conducts quality assurance and compliance reviews for IT procurements, certified IT projects, as well as facilitation of the annual IT Strategic Plan and C-2 Special Appropriations cycle.
Personnel in this division provide reviews of IT contracts, Request for Proposals, IT project management documents, project certification materials, and C2 legislative request documents.
EPMO employees participate in meetings with assigned agencies, legislative finance committee (LFC), Department of Finance and Administration (DFA), recommendations and guidance as well as serve as liaison to an assigned group of agencies.
Why does the job exist?
The Project Manager I serve as a Project Manager liaison / analyst to engage and provide guidance for state agencies / entities and perform the functions of the EPMO in accordance with the DoIT Act (Section 9-27-6, NMSA 1978)
How does it get done?
Under general supervision the individual will :
- Provide ongoing agency oversight as related in the DoIT Act.
- Monitor and review monthly agency EPMO and Independent Verification and Validation (IV&V) reports and recommend appropriate actions for at risk projects.
- Review IT professional service agreements for technical sufficiency including Requests for Proposals (RFPs), and IT contracts including amendments, emergency procurements, and sole source.
- Provide in-depth analysis and best practices recommendations for IT projects.
- Provide in-depth review, analysis, and best practices recommendations for Project Certification Committee (PCC) phase gates and Technical Architecture Review Committee (TARC) artifacts with strict adherence to quality and timeliness.
- Review and provide recommendations on Agency IT Strategic Plans.
- Work with the EPMO team to compile and review monthly, quarterly, and special reporting.
- Work with agencies, team members and executive staff to ensure high-quality reports and metrics are available for DoIT, Legislative Finance Committee (LFC), and Department of Finance and Administration (DFA);
- Make recommendations regarding prudent allocation of resources, reduction of redundant data, hardware, and software for assigned agencies.
- Monitor agency compliance and report to agency and DoIT EPMO management on non-compliance.
- Assist in the C-2 special appropriations funding cycle and activities;
- Participate in training and outreach to agencies on project management best practices, project certification, reporting, IT Strategic Plans, and other topics.

Ideal Candidate
Ideal Candidate will have :
- Experience and / or education in IT project management, software development, or business / systems analysis.
- Solid understanding of the project management life cycle and processes.
- Experience developing and reviewing IT contracts and scopes of work, RFPs and or project management deliverables.
- PMI Certification (optional)
Minimum Qualification
Associate's degree in Computer Science or similar technical major and four (4) years of experience in software development or systems analysis.

Employment Requirements
Must possess and maintain a valid NM ID or NM Driver s License. Pre-employment background investigation is required, and employment is conditional pending results.
Must obtain a State Defensive Driving Certificate within 90 days of hire.
