Summary :

Provide overall project management direction on civil, construction, demolition, and utility projects. Personal initiative and critical thinking skills will be essential to complete job duties with minimal guidance.

The position is deadline-driven; project managers must be able to set priorities, take ownership of projects, work efficiently, and provide a consistent level of high quality in a high-pressure environment.

Project managers must demonstrate innovation, excellent communication skills, and a high level of customer service. This position will require 10-50% of travel within the state of Alaska;

occasional out-of-state travel may be required.

The salary range for this position is $86,543 / year-$157,042 / year. Please note this is a tiered position.

Essential Duties and Responsibilities : (including but not limited to)

  • Review and approve detailed project / component-level plans.
  • Manage and oversee projects, conduct reviews of engineering design drawings and specifications, geotechnical site investigation reports, prepare technical evaluations of sites, and identify and recommend methods to perform construction-related projects in accordance with client specifications, designs, and industry standards.
  • Develop and define acceptance criteria for all project phases / key deliverables. Close monitoring of critical milestones and deliverables.
  • Ensure the project stays aligned with the strategic goals and delivers the planned / stated benefits.
  • Provide scientific and technical guidance, support, coordination, and oversight to project staff preparing written project documentation.
  • Collaborate with various groups within Ahtna and multiple client organizations.
  • Identification analysis of all project risks and preparation for a risk response plan.
  • Proactive communication of risks to concerned stakeholders.
  • Identify and ensure the resolution of all project-level issues.
  • Manage all communications between internal stakeholders, clients, and third parties.
  • Ensure preparation of various status and progress reports with metrics for various stakeholders.
  • Align all the project components and groups to ensure project success.
  • Supervise technical staff in data collection, site investigation, and evaluation and review of data collected in support of environmental restoration objectives.
  • Foster a high-performance team environment where diversity is valued, and people are treated with respect and dignity. Applying innovative and effective management techniques to maximize employee performance.
  • Ensure compliance with all quality, regulatory, and security processes.
  • Preparing and reviewing proposals per RFP and bid documents including estimating and bid reviews.
  • Authoring and / or reviewing contract deliverables including, but not limited to, work plans, safety plans, sampling and analysis plans, and reports.
  • Support field staff as necessary.
  • Other duties as assigned by management

Level Specific Responsibilities : (may include but not limited to)

Level - I

  • Provide client assistance to program managers;
  • Manage scope, schedule, and budget on small-sized projects
  • Maintain 1-2 areas of technical expertise
  • Technical project execution and document preparation, peer review project documents
  • Assist with small-sized task orders and project proposals
  • Technical mentoring
  • 40%-50% of time may be spent conducting fieldwork, potentially in remote locations

Level - II

  • Provide client assistance to program managers;
  • Manage scope, schedule, and budget on medium-sized projects
  • Maintain 2 areas of technical expertise
  • Lead technical project execution and document preparation, peer review project documents
  • Prepare medium-sized task orders and project proposals
  • Project staffing and technical mentoring
  • 20%-40% of time may be spent conducting fieldwork, potentially in remote locations

Level - Senior

  • Business development assistance to program managers;
  • Manage scope, schedule, and budget on large-sized projects
  • Maintain 2-3 areas of technical expertise
  • Lead technical project execution and document preparation, senior review project documents
  • Prepare task orders and project proposals
  • Project staffing and technical mentoring
  • 10%-25% of time may be spent conducting fieldwork, potentially in remote locations

Minimum Qualifications :

All levels :

  • Bachelor's Degree in Engineering, Construction, or Project Management
  • Experience may be substituted for education on a 1 : 1 basis
  • Valid Driver's License with clean driving record, able to drive company vehicle
  • Experience with Federal and State contracting
  • Ability to pass background checks by various Federal Agencies (e.g., DOD, DHS, FAA, etc.) to obtain security access badges
  • Thorough understanding of corporate and industry practices, processes, standards, etc., and their impact on project activities
  • Strong knowledge of Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook
  • Adept at explaining technical aspects of fieldwork to internal and external clients verbally and in writing

Level - I

Zero (0) to Three (3) years of project management experience, specialized training, and / or an advanced degree such as MS may be substituted for work experience

Level - II

Three (3) to Five (5) years of project management experience, specialized training, and / or an advanced degree such as MS may be substituted for work experience

Level - Sr

Five (5) to Seven (7) years of project management experience, specialized training, and / or an advanced degree such as MS may be substituted for work experience

Preferred Qualifications :

  • Civil construction experience
  • Strong paving background
  • Proficiency in software programs such as :
  • Microsoft Project, Primavera 6, or similar scheduling software
  • HCSS Heavy Bid for estimating
  • Engineer in Training (EIT) or Professional Registration such as PE, PG, or PMP
  • OSHA 30-Hour Safety Training
  • Experience working on construction projects for the Alaska Department of Transportation, Municipality of Anchorage, Mat-Su Borough, etc.
  • Experience with Alaska Native cultures

Working Environment :

Generally, indoors. While outdoors may be subject to construction site conditions, confined spaces, changes in temperature, weather conditions and noise levels.

Physical Demands (including but not limited to) :

Frequent sitting for prolonged periods of time, using hands / fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus);

walking from place to place.

walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 12 hours.

  • Work requires computer usage with strength, dexterity, coordination, and visual acuity to use a keyboard and video display terminal and other office equipment.
  • Moderate travel required to shareholder communities, subsidiary offices and other project locations as needed.
